The Contractor shall furnish all necessary labor, materials, tools, equipment, and supervision to provide design-build services for the replacement of three sanitary force mains at Ronald Reagan National Airport (DCA). SLBE Requirement: 25% Estimated Dollar Value $11,500,000 - $12,500,000 28 months from NTP *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Phase 1 - Base work: (Work within MWAA property line and outside NPS property line) a Rehabilitate/Replace North Pump Station Sanitary Force Main within MWAA b Rehabilitate/Replace South Area Roads Pump Station Force Main within MWAA c Replace South Pump Station Sanitary Force main within MWAA Phase 2 - Alternate Work: (Work outside MWAA property lines and within NPS property lines , etc) a Construct Manifold Vault and GWMP Sanitary Force Main Crossing within NPS property b Rehabilitate/Replace North Pump Station Sanitary Force Main within NPS property c.Rehabilitate/Replace South Area Roads Pump Station Force Main within NPS property d Replace South Pump Station Sanitary Force main within NPS property e. System test, integration, commissioning and start up within MWAA & NPS MBE/ WBE -51%, DBE (0%) Project consists of "3 Sanitary Force Mains Replacement". Project Location: Ronald Reagan Washington National Airport. Task 1 (Phase 1): Construct the new manifold vault, including check valves, plug valves, and manifold piping to prepare for connection to the recently constructed CSX Crossing piping. A deep jack and bored 48" casing pipe with 2 - 12" force mains and 1 - 8" force main will extend from the manifold vault to a bore pit on the west side of the GWMP with a stub out for connection to the north pump station force main. From this bore pit, a 42" casing will cross the GWMP to a receiving pit on the east side of the GWMP adjacent to the GWMP Mount Vernon multi-use trail. This trail will need to be relocated temporarily with appropriate work area protection measures to allow the trail to operate continuously during construction. 2 - 12" force main piping will continue south to the future connection point just south of the Rte. 233 Viaduct. All work on NPS GWMP land will have to abide by the terms of the pending NPS permit. Maintain Pedestrian and Vehicular traffic for the full duration of this phase in accordance with specification section 015529 "Traffic Control". 2. Task 2 (Phase 2): Rehabilitate/Replace North Pump Station Sanitary Force Main: work involves CIPP pipe rehabilitation of the existing cast Iron 12" force main from the proposed connection at the bore-pit adjacent to the Rte. 233 Viaduct to the proposed new pipe crossing across the GWMP to the North Pump Station. The piping manifold within the North Pump Station wet-well will need to be replaced in order to replace the existing pipe penetration as well as the short section of existing force main below the transformer serving the pump station. The transformer will need to temporarily removed to allow 12" pipe replacement. A bypass pumping arrangement will be required similar to the system utilized for the North Pump Station rehabilitation project completed several years ago. Incoming gravity flows are intercepted and pumped out of the two existing incoming gravity manholes directly into the outgoing force main to the existing valved connections to the outgoing 12" force main. Once the wet-well piping and the penetration is replaced, the transformer can be restored as well as normal pump station pumping operations. Incremental bypass pumping will be required to maintain north pump station flows and isolate each work areas throughout this CIPP portion of this phase. This phase will also include a jack and bored crossing across the GWMP. The existing air release vaults along the GWMP will need to be reconstructed. All work on NPS Land will need to abide by the terms of the NPS permit. Maintain Pedestrian and Vehicular traffic for the full duration of this phase in accordance with specification section 015529 "Traffic Control". 3. Task 3 (Phase 3): Rehabilitate/Replace South Area Roads Pump Station Force Main: work involves Cured-In-Place Pipe (CIPP) pipe rehabilitation of the existing cast iron 8" force main from the GWMP crossing to the receiving pit adjacent to the new Thomas Avenue crossing and the Mount Vernon Trail. Incremental bypass piping will be required to maintain South Area Road pump station flows throughout this CIPP phase of the project. New 8" DIP force main piping will cross Thomas Avenue through the Economy parking lot to the proposed pipe connection to the 8" DIP force main installed during phase 1. Incremental bypass piping arrangements will be required to maintain South Area Roads pump station flows and isolate work areas during the CIPP portion of this phase. While open cut excavation will not be required to rehabilitate pipe underneath the WMATA Aerial structure, coordination with WMATA JDAC requirements will be necessary. All work on NPS Land will need to abide by the terms of the NPS permit. Provide temporary paved bypasses to maintain public access to the Mount Vernon Trail. 4. Task 4 (Phase 4): Replace South Pump Station Sanitary Force Main: work involves pipe replacement of the existing cast iron 12" force main from the connection point to DIP piping in Smith Blvd. to the proposed connection point adjacent to the Rte. 233 viaduct and east of the GWMP installed under Phase 1. Connection of the new force main to the existing Ductile iron force main as well as the connection to the new line constructed in Phase 1 will be performed during a normal utility outage. Provide pump and haul as necessary to maintain sewer flows to complete the cut-overs. Coordination with WMATA JDAC requirements will be required for the crossing underneath the WMATA Aerial Structure. The proposed crossing is outside the zone of influence for the aerial structure piers. All work on NPS Land will need to abide by the terms of the NPS permit. Maintain Pedestrian and Vehicular traffic for the full duration of this phase in accordance with specification section 015529 "Traffic Control". 5. Task 5 (Phase 5) System Integration: work involves system testing, integration, commissioning and start up. Verify that the three force mains are rehabilitated and connected to the new manifold and tied to the 16" force main. Verify pipe flows and system performance. 6. The Work associated with the above Tasks includes the following major products and systems. a. Maintenance of Traffic. b. Erosion and sediment controls. c. Local, State, and Federal Permitting. d. NPS coordination: i. All work on NPS land will have to abide by the terms of the NPS permit. e. Coordination with WMATA JDAC requirements: i. While open cut excavation will not be required to rehabilitate pipe underneath the WMATA Aerial structure, coordination with WMATA JDAC requirements will be necessary. ii. Coordination with all stakeholders as specified in Part 1.8 "Stakeholder Coordination" of this specification. f. Demolition of pavements, curb and gutters, fencing, and other miscellaneous items and vegetation. g. Abandoned pipe, if can't be removed, needs to be grouted and capped. h. Construction of the new manifold vault, including check valves, plug valves, and manifold piping to prepare for connection to the recently constructed CSX Crossing piping. i. Horizontal directional drilling construction methods at locations indicated on the Contract Drawings. j. Jack and Bore construction methods at locations indicated on the Contract Drawings. k. Open-cut construction methods at locations indicated on the Contract Drawings. l. CIPP pipe rehabilitation at locations indicated on the Contract Drawings. m. Installation of temporary bypass pumping. n. Installation of new force main piping. o. Restoration of pavements, curb and gutters, fencing, and other miscellaneous items. p. Tree removal and replacement. q. Collection and disposal of contaminated soils and water. r. CCTV inspections: i. After new pipe installations. ii. After pipe preparation/prior to CIPP rehabilitation and upon completion of CIPP rehabilitation process. s. Commissioning of complete system. 7. For additional requirements for the examination of plans, specifications, and Project site see Section "Supplementary Conditions." 1. Phase 1: Construct Manifold Vault and GWMP Sanitary Force Main Crossing 2. Phase 2: Rehabilitate/Replace North Pump Station Sanitary Force Main 3. Phase 3: Rehabilitate/Replace South Area Roads Pump Station Force Main 4. Phase 4: Replace South Pump Station Sanitary Force Main 5. Phase 5: System integration. After completion, all three force mains shall be connected to the new manifold, and the 16" force main. The system shall be delivering the required sewage flows.
