The work for which bids are being accepted consists of approximately 1,800 square yards of full depth pavement repair on East Market Street and Clinton Avenue. The City of Washington Court House may choose not to award the bid until 60 days after the bid opens. All questions about the project shall be directed in writing to Mitchell Yake, with EMH&T, via email at myake@emht.com. If any person, firm, or corporation contemplating the submission of a proposal for this Contract is in doubt as to the true meaning of any part of the Drawings, Specifications or other Contract Documents, he may submit, to the Engineer, a written request for an interpretation thereof. The person, firm, or corporation submitting the request shall be responsible for its prompt delivery. Such interpretations will be made only by a Memorandum duly issued by the Engineer and a copy of such Memorandum will be mailed or delivered to each person securing a set of the Contract Documents, provided that sufficient period of time is available for the issuance and the delivery of such Memorandum prior to the receipt of bids. The Owner and the Engineer will not be responsible for any other explanations of the Contract Documents made prior to the receipt of bids. Contract Documents and Specifications are available digitally for review upon request. Each bidder must obtain copies of Contract Documents and Specifications from EMH&T to submit bid. Each bid shall contain the full name and address of each person or company interested in the same and shall be accompanied by a bond in the amount of one hundred percent (100%) of the bid, or by a certified check, cashiers check or irrevocable letter of credit for ten percent (10%) of the bid, made payable to the City of Washington Court House, Ohio, conditioned that if the bid is accepted a Contract will be entered into within ten (10) days after notice of acceptance. A Performance Bond of One Hundred Percent (100%) of the amount of the Contract with a satisfactory surety company, conditioned according to Ohio Revised Code Sections 153.54, 153.57, and 153.571 as applicable, will be required for the faithful performance of the Contract. Each Bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, Vietnam Era nor disabled veterans, or National origin. The Bidder is required to fill out and, where required, execute each of the following documents in their entirety as furnished within this book. A. Proposal B. Non-collusion Affidavit C. Affidavit (if applicable) D. Affidavit of Personal Property Tax Liability E. Bid Guaranty and Contract Bond F. Certified Check Document (if applicable) G. Detailed Statement of Qualifications H. Sub-Contractors List I. State of Ohio Equal Employment Opportunity Requirements and Bid Conditions Schedule: The work shall commence within ten (10) calendar days after signing of the Notice to Proceed. The project must be completed within sixty (60) consecutive calendar days for the for the work described in the bidding and contract documents, after the issuance date of the Notice to Proceed, time being of the essence to the City of Washington Court House, Ohio. The Bidder will be required to state in full detail, with his Proposal, his experience in this class of work; bids from contractors inexperienced in this particular class of work will not be considered. This project requires payment of prevailing wages to all workers during the course of construction activities. Bidders must comply with the prevailing wage rates on public improvements in Fayette County and the City of Washington Court House, Ohio as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239. State of Ohio prevailing wage rates are included in the Contract Documents and prospective bidders shall take them into account in preparing bids. The City of Washington Court House, Ohio, reserves the right to reject any and all bids, including all bids which, in the opinion of the Engineer, show evidence of unbalancing prices, and also to waive technical defects as the interest of the City may require.
