Site work for a water / sewer project in Richland, Pennsylvania. Completed plans call for site work for a water / sewer project.

The Work will include, but will not be limited to, providing all labor, materials, equipment, and appurtenances for the following, as further described in the Contract Documents: Contract No. 1- General Construction: The project generally consists of the installation of a 500,000 gallon elevated water storage tank; tank mixing system; painting; control valve; exposed and buried ductile iron piping including piping to bypass existing system facilities to be taken out of service; electrical utility service connection equipment; standby generator with buried propane fuel tank; controls including radio communication; cellular alarm panel; lighting; grounding; power and control wiring; site work; paving; E&S control devices; demolition and removal of existing control valve vault and associated piping; paving and surface restoration. Work shall consist of designing, furnishing and installing (aka design/build arrangement) a Ground Improvement (GI) system prior to construction of conventional shallow foundations; GI is not required below slab-on-grade. The following forms of ground improvement are POTENTIALLY acceptable: o Installation of Rigid Inclusions via drilling, displacement drilling, or driven mandrel. Rigid inclusions are unreinforced concrete/grout elements. The use of RI ground improvement requires a load transfer platform (LTP). The thickness of the LTP is dependent on the load at the LTP-soil interface and on the stiffness of the underlying subgrade soils. For building foundations, LTP thicknesses vary from 6 inches to 1 foot. The actual thickness of the LTP shall be the responsibility of the Design Engineer. The costs of the LTP shall be included in the overall GI system costs. SITE LOCATION: 55 Millbach Road, Richland, Pennsylvania, 17087 Spayd's Lane, Richland Borough, Lebanon County, Pennsylvania, 17073. All questions shall be submitted in writing via online. All questions received after 4:00 p.m. on August 12, 2025 regarding the project will not be acknowledged. Each proposal shall be accompanied by a bid bond in the required form, certified check, letter of credit, or other security acceptable to the OWNER in the amount of 10 percent of the total bid. Richland Borough reserves the right to accept or reject any or all bids or portions thereof. Summary of Work: The work includes but is not limited to, the following items: 1. Installation, maintenance and removal of Erosion and Sediment Control devices. 2. Design and installation of protective bridging over existing transmission main at the proposed driveway. 3. Design and installation of the tank foundation. 4. Design and installation of a 500,000 gallon elevated water storage tank, including: a. Separate Inlet, Outlet, and Overflow Pipes including: valves, check valves, pressure reducing valve, motor operated butterfly valve, outflow flow meter, and tank bypass. b. Roof mounted access and Overpressure/Vacuum safety venting. c. Mixing System based on passive eductor with dry pit pump to recirculate flow when tank is not mixing Instrumentation and controls to monitor tank level and communicate with the Borough's reservoir and Well 9. Include cellular alarm panel. e. Roof mounted supports and tank and wall penetrations to support a minimum of three cellular company's antennae and cabling. f. Lighting. g. Heating and Ventilating. h. Interior access ladders with fall restraint provisions. i. Optional Accessories specific to the alternative design, such as access doors, ceiling and insulation. j. Painting. k. Disinfection. l. Testing. 5. Electrical utility service connection. 6. Standby generator with buried propane fuel tank and automatic transfer switch. 7. Power and control conduit and cabling. 8. Grounding system. 9. Installation of buried ductile iron piping, valves, and appurtenances, including insertion valves, to connect the tank with the existing transmission main, to bypass the existing control vault and connect to existing unused main, and to bypass the existing standpipe. 10. Site Work. 11. Demolition and removal of the existing control valve vault and associated piping. 12. Paving, including access driveway and restoration of Spayd's Lane. 13. Surface Restoration. Work of Alternate 4: a. Borough staff to close valves to isolate the standpipe. b. Drain standpipe per PA DEP requirements. c. Construct standpipe bypass piping from the aerial crossing to Gooseberry Alley. Pressure test, disinfect and take bacteriological samples. Flush using hydrant at Elm and Chestnut. d. Place line into service. The Work will be substantially completed on or before August 31, 2027 ; Final completion- September 30, 2027 Custom Bid Result.
