Site work for a water / sewer project in Richland, Pennsylvania. Completed plans call for site work for a water / sewer project.

Millcreek-Richland Joint Authority (MRJA) will receive bids for repairs to its gravity sewer system. The Work will include, but not necessarily limited to, the following: 1. Excavate and repair sewer lateral gaskets and liners in identified locations. 2. Excavate and repair sewer main sags in identified locations. 3. Excavation and repair of drop manholes. The project will be constructed under one contract: 1. Contract 1 -General Contractor A certified check or bid bond for the amount of 10% of the total bid shall be required. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania. Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency or other cause, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. Bids may not be withdrawn during this period. See Instructions to Bidders for other provisions on the time available for acceptance of Bids. All Bidders must bid on all items listed on the Bid Form and on each bidding alternative. The successful Bidder shall be required to furnish performance and payment bonds in the amount of 100% of the Contract Price. The successful Bidder shall complete the project within 120 calendar days of receipt of the Notice to Proceed. Questions Due Date: Nov 20th 2025, 11:00 AM EST All questions about the meaning or intent of the Contract Documents are to be submitted on Online Portal Contracts for work under this bid will obligate the contractor and subcontractors not to discriminate in employment practices, and Bidder is required to complete and submit, with their bid, a Non-Discrimination Affidavit in the form contained in the Bidding Documents. Bidders should refer to the provisions of all federal and state statutes, rules and regulations regarding the prevention of environmental pollution and the preservation of public natural resources that affect the project, and bidders will be required to comply with all such statutes, rules and regulations. The Owner reserves the right, at its option, to waive any informalities, irregularities, defects, errors or omissions in any or all proposals and to reject any or all proposals.
