Site work and paving for a mixed-use development in O'Hanly, Manitoba. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The project will involve the excavation of petroleum hydrocarbon impacted soil from the Former Federal School Site in Black River First Nation (the Site). The hydrocarbon impacted soil will be hauled out of the community to a licensed soil treatment facility, for disposal. Buried debris from the former school building will also be excavated and hauled out of the community for disposal. As part of the soil remediation activities, the Contractor will locate and protect utility lines at the Site and preserve them in operating condition or provide temporary alternate services, if required. Final site restoration activities will include site grading and the application of topsoil, seed, and/or erosion control blankets. 1. Site Preparation Locate and protect all buried services. Install silt fencing between the site and riverbank. Clear and grub where required to access impacted soils. Construct a temporary detour road to provide continued access to nearby residences during the remedial activities. Relocate shed to an agreed upon location and on a prepared granular pad. Remove and dispose of underlying concrete pad (9m x 6 m) out of the community. Advance exploratory testpits within the former school building footprint to investigate buried rubble/school debris. 2. Site Remediation Remove overlying, non-impacted overburden soils and re-compact as backfill in the final limits of the excavation. Excavate petroleum hydrocarbon impacted soils. Haul contaminated soil to the Waste Connections of Canada Inc. Integrated Waste Management Facility located in the RM of Rosser, Manitoba. Temporarily remove and replace water and sewer lines located within the excavation, if required. Alternatively, and if feasible, the lines may be shored and braced, to allow for excavation beneath them. Provide temporary services to the nearby residences, if necessary. Site security will be required during non-working hours. Excavate buried rubble and old foundation from the footprint of the Former Federal School building. Haul rubble out of the community for proper disposal at an approved facility. Remove any ponded water from the excavation(s) for proper disposal. Retain a Licensed Petroleum Technician to decommission an Aboveground Storage Tank, if encountered within buried school debris. Haul tank out of the community for proper off-site disposal. Cash allowance has been provided. Replace all excavated soil and compact backfill. Re-grade site for positive drainage. Remove temporary detour road and restore area to original condition. Reconstruct the disturbed portion of the existing site access road. Install erosion control blankets over all disturbed areas at the site. Re-establish vegetation (topsoil and seed) common to the immediate area. Remove silt fencing. 3. Community Road Maintenance Maintain existing community road conditions and provide dust control for the duration of the project, as required. Cash allowance has been provided. 4. Borrow Material A site has been identified as a potential borrow area. Soil logs are available for review. Access to the borrow area is incidental to the project. Selection of borrow material to be approved by the Engineer. Site location to be approved by Chief and Council. Clear and grub as required. Remove surficial topsoil from the borrow area for use during site restoration activities at the remediation site. Organic material will not be accepted as backfill soil but may be accepted as final cover. No tree branches or limbs are to be included in the topsoil. Excavate, haul, place and compact clay borrow material. Re-grade borrow area(s) for safety and drainage. Seed to allow re-establishment of vegetation common to the immediate area (if required).
