RFQ Design - Wastewater Pumping Station Rehabilitation Design Services Estimated design services fee is $3M-$4M The City of Tampa seeks Professional Engineering to complete the design for rehabilitation of various small/medium City maintained pumping stations located throughout the City's wastewater collection system. Background: The City of Tampa Wastewater Department has identified the need to rehabilitate wastewater pumping stations of various sizes, rated capacities and rehabilitation needs. Several components at these stations are original and have reached the end of their useful life. The stations include submersible type and wet pit/dry pit type stations. The selected stations range in size from a pumping station with a rated capacity of 150 gpm to a station with a rated capacity of 1,500 gpm. Specific projects include the rehabilitation of the Severn PS, Trilby PS, Knights PS, Deleuil PS, Mulberry PS, and Idaho PS. Additional stations may also be included. The intent is to complete these projects through individual construction contracts with consultant services provided as separate scopes of work for each project. The consultant scopes of work will be issued and construction projects will be awarded over multiple fiscal years. The selected Design Firm will provide a team that has successfully designed projects of similar size and complexity, has the resources to simultaneously design multiple projects, and has the experience and knowledge of the requirements to complete pumping station rehabilitation projects while maintaining wastewater service. The team will consist of all engineering disciplines needed to complete the design and prepare the necessary contract documents. The rehabilitations shall include but are not limited to the following: Replacement of all pumps, motors, pump discharge valves, piping, fittings, electrical and control components, new emergency standby generator (if applicable), TECO transformer, flow meter with transmitter cabinet, concrete restoration and applicable protective coatings, installation of safety equipment, driveways, fencing, landscaping and other equipment needed to restore station reliability and improved operation. The City would desire to convert wet-pit/dry pit stations to submersible type stations. Scope includes determining the feasibility of this option and completing all design requirements. The design services shall include, but not be limited to, assessment of equipment replacement needs, determining current and future flow requirements, pump selection and development and analysis of alternatives for pumping strategy, equipment selection and layout, construction sequencing, and associated cost estimates; preparing contract documents for the selected alternatives, including signed and sealed construction plans with electrical instrumentation and controls, specifications, final construction cost estimate, preparation of construction documents for bidding, submittal and tracking of all regulatory permit applications, shop drawing review, and associated activities required during construction. The design services will also include developing a sequence of operation, bypass pumping requirements, and the construction requirements so that wastewater flow is maintained throughout the construction of the rehabilitations. *The value for this project is based on a financial range.
