The City of Valdosta reserves the right to accept or reject any and all bids or proposals or to make any other decisions deemed to be in the best interest of the City. Project Location: The WTP site will be located at 3260 Madison Highway, Valdosta, Georgia, 31601; just south of the Valdosta Regional Airport. Question Due: August 25,2025 at 5:00 PM Answers to Questions Posted August 26,2025 5:00P.M. The Contract Time shall be 748 Calendar Days 1. The project consists of the construction of the new Valdosta Water Treatment Plant (WTP) No. 2. The facility will have a treatment capacity of 2.5 million gallons per day (MGD). 2. The work for the overall project consists of furnishing all labor, equipment, and materials, all temporary utilities, including water, sewer, electric, communication, internet access, and all other utilities required to perform the work, for the components described herein and as shown on the contract drawings and specifications. The general summary of work is as listed: a. Clearing, grubbing, and site preparation as necessary for the project and as indicated in these Specifications and Drawings. b. Erosion and sediment control as necessary for the project, as indicated in these Specifications and Drawings, and in accordance with all Municipal, County, State, Federal, and other codes and permits that are applicable to this Project. c. All associated mobilization and demobilization required staging and work areas; removal, disposal, and replacement of unsuitable soils; and dewatering. d. Maintenance of traffic (vehicular, pedestrian, and bicycle) in accordance with these Specifications and Drawings and with Georgia Department of Transportation (GDOT) requirements and all associated permits. e. Project pre-construction and progress photographs and videos. f. Preparation of as-builts and record documents in accordance with these Specifications. g. General Conditions are noted in the Bid Form. Valdosta WTP No. 2 components and project requirements include the following: 1. Approximately 500 lf of PVC pipe to convey raw water from production Well No. 2 to the WTP Site, and approximately 1,900 lf of PVC pipe to convey finished water from the WTP to the tie in point at the north end of the property; all ductile iron piping inside the WTP site to convey raw water from Well No. 2 to the treatment process, piping between structures, and from the high service pump station to the site boundary. 2. The construction of two new well facilities to support Production Wells No. 1 and No. 2 (1,750 gpm each), including access driveways, site fencing, and lighting. The pump will include mechanical header assembly, discharge piping, valves, flow meters, sample ports, piping, fittings, and a concrete pad. It will also include electrical control features, Supervisory Control Data Acquisition (SCADA), and capability to communicate with the Owner's primary WTP No. 1. 3. All piping, valves, flow meters, and associated components, as shown on the drawings. 4. A stormwater control system including a retention pond and associated GDOT-type catch basins, ditch-bottom inverts, and reinforced concrete pipes, as shown on the drawings. 5. Construction of one degasification complex, including a packed-tower degasification tower with associated blower and off-gas biological odor-control scrubber system and fan for ventilation, and a raw water storage basin. The storage basin will house two transfer pumps (1,750 gpm each) to convey flows downstream to the finished ground storage tank. 6. The construction of a 1.0 MG pre-stressed concrete ground storage tank with a baffle curtain and access ladder. 7. An Operations Building with split-face concrete masonry unit exterior walls) that will include a small laboratory room, electrical equipment room, restroom, meeting space, and storage area. 8. A slab-on-grade structure housing three high-service vertical turbine can pump, capable of pumping 875 gpm each. 9. A chemical facility that will include two 6,650-gallon sodium hypochlorite storage tanks for primary disinfection; two 2,500-gallon sodium hydroxide tanks for pH adjustment; one 405 gallon hydrofluosilicic acid storage tank for fluoride addition; and one 275- gallon tote of blended phosphates for corrosion. Each tank and tote will have associated metering pumps for chemical injection, housed in an enclosed structure for weather protection. 10. This project will also include implementation of a new electrical system: a service transformer, automatic transfer switch, variable frequency drives, interior and exterior LED-type lighting and lightning protection measures; instrumentation features including supervisory control and data acquisition (SCADA), fiber-optic cable with networked equipment, magnetic flow meter, pressure gauges, chlorine analyzers, pressure transmitters; overall site and stormwater improvements; site fencing; landscaping; and other miscellaneous site improvements as shown on the drawings. 11. A 60-ton carbon dioxide storage and injection system to provide pH adjustment prior to the packed tower aeration treatment. 12. An emergency backup generator and associated fuel tank to provide back-up emergency power for the new WTP and on-site wells. 13. Sanitary sewer pump station able to handle sanitary wastewater and process water and drains from the Chemical Storage Area, Operations Building, and wastewater from the biological odor-scrubber, which will tie in to the Owner's existing sanitary sewer line. 14. Access road from GA Highway 31 (Madison Hwy) to the WTP, looped site road within the WTP, site lighting, site security, grading and stormwater management. 15. Contractor shall disinfect and conduct bacteriological samples for the pipelines and WTP infrastructure for wetted components in accordance to Georgia EPD requirements. 16. Proper disposal of excess and unsuitable excavation and removal of excess materials. 17. Landscaping within the WTP. 18. Other work as indicated in the Contract Documents.
