Renovation of a military facility in Portsmouth, Virginia. Completed plans call for the renovation of a military facility.
NAVFAC UEM Engineering has requested the replacement of the pad-mount transformer Z-12A and the removal of its associated air switch Z-12A. The air switch has failed and is currently being used as a junction box. A manual transfer switch with generator docking station will be installed to allow for emergency power to be connected more readily. The transformer and air switch are the supply for building 1593 and 1594 (PPU Facility and Oily Waste PPS). This requirement is for (MACC) 8(a) SET ASIDE FOR FACILITIES PRIMARILY IN THE NAVFAC MIDLANT HAMPTON ROADS AREA OF RESPONSIBILITY (HR AOR), VIRGINIA GENERAL REQUIREMENTS NAVFAC Solicitation No.: N40085-25-R-0098 NAVFAC Specification: 1787424 NAVFAC Drawings: NAVFAC Drawing Nos. 12918146 - 12918160 15 Pages Title: NNSY BLDG 1593 Replace 1000 KVA Transformer Z-12A Location of the work: Norfolk Naval Shipyard, Portsmouth, Virginia Description of the work: NAVFAC UEM Engineering has requested the replacement of the pad-mount transformer Z-12A and the removal of its associated air switch Z12A. Time for completion: In accordance with FAR 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984), work shall be completed within 540 calendar days after award. Estimated Price Range: In accordance with FAR 36.204 Disclosure of the magnitude of Construction Projects, the estimated price range is between $1,000,000 and $5,000,000. NAICS Code: 236210 Wage Determination: General Decision Number VA20250161 02/28/2025 Liquidated damages: In accordance with FAR 52.211-12, Liquidated Damages - Construction (SEP 2000), liquidated damages shall be assessed in the amount of $1,296.00 per calendar day. Quality Control Manager/Superintendent - The role of Superintendent may function as the Quality Control Manager and can be performed by one individual. The Quality Control Manager may not perform the duties of SSHO. The Superintendent may be the SSHO. Utilities: In accordance with FAC 5252.236-9305 Availability of Utilities (JUN 1994), when available, the Government will provide reasonable amounts of electric, water and compressed air for the work to be performed under this contract at no cost to the contractor. Record Shop Drawings: In accordance with FAR 52.236.21, Specifications and Drawings for Construction (FEB 1997) record shop drawings are required. Basis for Award: In accordance with FAR Part 15, award shall be made to the lowest priced responsible offeror. Proposal Acceptance Period: Proposal acceptance period shall be 120 days from receipt of offers. Bond Requirements: In accordance with FAR 52.228-1 Bid Guarantee, a bid bond in the amount of 20% of the proposal price is required with proposal submission. Performance and Payment Bonds are required from the contract task order awardee ten (10) calendar days after date of award. Pre-Proposal Inquiries (PPIs): PPIs must be submitted via Attachment D, PPI Form, to Nakia E. Gregory at nakia.e.gregory.civ@us.navy.mil. The cutoff for PPIs is Monday, 11 August 2025 by 2:00 p.m. local time in order to process all inquiries by the proposal due date. *The value for this project is based on a financial range.
