Golden State Water Company (GSWC) is requesting proposals for leak detection surveys for Northern water systems. The purpose of the surveys is to reduce water and revenue loss by assisting water systems with leak identification and location. The Northern system will consist of 6 water systems. Please be advised that GSWC operates a Supplier Diversity Program and encourages utilization of certified Women, Minority and Disabled Veteran owned business enterprises (WMDVBE), and GSWC requests associated annual WMDVBE subcontracting spend reports. Golden State Water Company (GSWC) is pleased to invite your firm to submit a competitive Bid. Your fixed price bid must be all inclusive (services, labor, equipment, supplies, materials and travel) and provide what is necessary to successfully complete the Project, and be valid for GSWC acceptance for ninety (90) days from the bid due date. It is expected that the GSWC Individual Contract shall be promptly entered into with the successful bidder. Time shall be of the essence of the performance of the resultant contract and adherence to the indicated project schedule. All bids will be subject to a comprehensive GSWC evaluation for its overall best interest, including a Firm, Fixed Price, Demonstrated Experience, Technical Ability and the Capability to successfully complete the project within the projected Schedule. GSWC reserves the right to negotiate, and may request clarifications of pricing and associated items as a part of its evaluation prior to award. GSWC reserves the right to cancel the bid opportunity, or to reject any and all Bid submissions, for any reason at its sole discretion, at any time prior to contract award. Bidders shall bear their own bidding costs. Faxed, mailed or emailed bids will not be accepted. The successful bidder must be successfully pre-qualified to perform work for GSWC prior to contract award. GSWC payment terms are target net 30 days, following inspection and acceptance of work by GSWC or its designee, and receipt of properly documented/formatted invoices per attached GSWC General Conditions. This RFB is not a commitment to contract, a promise, or an authorization to purchase materials. It does not authorize commencement of the Project.
