The project is expected to be awarded on January 27th, 2026.** The City of San Dimas is seeking proposals from qualified consultants to develop and implement community outreach and educational services supporting compliance with California Senate Bill 1383 (SB 1383) Short-Lived Climate Pollutants: Organic Waste Reduction Act, as well as to provide public information and engagement related to the City's solid waste and recycling programs. All proposals shall be made on the form furnished by the City. The City reserves the right to reject any or all proposals and to waive any irregularities or informalities in any proposal or in the bidding, and to make awards in the interest of the City. No firm may withdraw their bid for a period of ninety (90) calendar days after the opening of proposals. Bonita Avenue San Dimas, Ca 91773 (909) 394-6240 Publicworks@sandimasca.gov The Consultant shall provide services including, but not limited to the following SB 1383 outreach tasks. Proposers shall provide a unit price for each task below with quantities for each item. The successful Consultant will develop and implement a comprehensive outreach approach that quantifies deliverables for each task (e.g., number of social media posts, number of educational materials, number of community games or activities, number of stakeholder meetings, etc.) to ensure measurable and effective community engagement. All content created by Consultant as part of this process will belong to the City of San Dimas. Task No. 1 - Project Schedule Prior to commencing work, the Consultant shall prepare a project schedule indicating a breakdown of tasks to be completed, as well as a timeline for completing each task. The schedule should identify periods for City review, processing, and other events that may influence the project timeline. Task 2 - Project Management The Consultant shall submit monthly invoices that include the following details: employee classifications, number of hours worked during the billing period, hourly rates, total amount billed, costs of outside services, and other project-related expenses. Invoices must also reflect the cumulative amount billed to date, amounts paid to date, and the current balance. Invoices shall be due and payable within thirty (30) calendar days of City receipt. Additionally, the Consultant shall assist with completing grant reporting forms as required under CalRecycle's SB 1383 Grant. ask 3 - Elementary School Outreach Conduct outreach at four elementary schools, including one assembly per school and the development of supporting outreach materials with City branding. Task 4 - Special Event Outreach Develop at least three booth games and three activities for City staff to execute at community events with City branding. Task 5 - Multifamily Outreach Create new resident information packets, renewal packages for existing residents, property signage, and acknowledgement forms that help achieve SB 1383 compliance for a multi-family property sharing trash bins and multi-family properties with individual cart service with City branding. Task 6 - Business Outreach Prepare business-focused outreach materials, including new employee packets and edible food recovery information with City branding. Task 7 - General SB 1383 Education Provide general SB 1383 educational materials, including multilingual translations, signage, and staff training resources for multifamily properties. General education should also include residential outreach with City branding. Task 8 - Social Media Campaigns Design social media outreach campaigns, including graphics, captions, and content schedules with City branding. Task 9 - Data for CalRecycle Reports Provide clear and accurate data for CalRecycle reports, with support from the SB 1383 Organics Grant, including but not limited to reporting of outreach outcomes, including participation metrics, estimated impressions, and materials distributed. SCOPE OF SERVICES (NON-SB 1383 - Priced Separately) Proposers must provide separate pricing for the following optional outreach tasks, which are not part of SB 1383 compliance. Task 10 - Project Management The Consultant shall submit monthly invoices showing employee classifications, hours worked, hourly rates, and total billing, as well as outside services and related costs. Invoices must reflect cumulative amounts billed and paid, along with the current balance Payments shall be due within thirty (30) calendar days of receipt by the City. Task 11 - Bulky Item Outreach Develop outreach materials focused on proper bulky item disposal and illegal dumping prevention. Task 12 - Social Media Campaigns Design and schedule social media campaigns, including graphics and captions such as bulky item pick-ups, household hazardous waste disposal, sharps, and battery recycling. Task 13 - Create Elementary School Earth Day Annual Competition guidelines and outreach materials Coordinate an elementary school competition in celebration of Earth Day. Task 14 - San Dimas High School Environmental Club Outreach Engage and support outreach activities with the San Dimas High School Environmental Club as part of Earth Day activities and teaching high school students about proper sorting.
