Site work and renovation of a mixed-use development in Fort Benning, Georgia. Completed plans call for the renovation of a municipal facility; for site work for a water / sewer project; and municipal facility.

This project involves converting an existing vault latrine into a modern flushable facility with an exterior hand washing station. The renovation includes significant plumbing, electrical, and structural modifications to improve functionality and compliance with current standards. 1. Fill existing vault with flowable fill and permanently seal 2. Remove roof mounted vault fan and associated electrical components 3. Remove aerator pump and associated electrical components 4. Remove existing toilets and associated plumbing 5. Remove existing partition walls 6. Remove existing exhaust fans 7. Remove existing windows . Plumbing/Mechanical New Work a. Septic System Installation i. Install new 6000-gallon septic tank ii. Design and install leach field according to local code requirements iii. Perform necessary soil testing and obtain health department approvals iv. Connect new septic system to facility plumbing v. Install protective barrier around septic field b. Water Supply Install i. Stub out water service 5' outside of building ii. Columbus Water Works to extend main waterline to latrine facility c. Plumbing Fixtures Install i. Men's Section: 1. Install two (2) partitioned floor mounted flush toilets with privacy dividers and new toilet paper holders 2. Install one (1) wall-mounted urinal 3. Install all necessary water supply and waste lines ii. Women's Section: 1. Install one (1) flush toilet and new toilet paper holders 2. Install all necessary water supply and waste lines 3. Install (1) hand wash station with soap dispenser and paper towel dispenser. d. Exterior Hand Wash Station Site Work and Installation i. Site Preparation 1. Survey and mark all underground utilities 2. Grade and level site area for hand wash station 3. Install concrete pad (minimum 6" thick reinforced concrete) 4. Pad must extend at least 24" beyond fountain diameter 5. Connect pad to small pad outside of men's restroom 6. Install hub drain and waste line connection 7. Install water supply lines with shut-off valves 8. Install conduit for electrical supply 9. All water lines should be freeze protected ii. Hand Wash Station: 1. Furnish and install commercial-grade circular wash fountain: 2. Stainless steel construction 3. Multiple wash stations (minimum 6 stations) 4. Hands-free operation 5. Support frame with mounting hardware 6. Required plumbing connections and fittings 7. Required electrical connections 8. Integral drain system iii. Cover Structure 1. Install weather-protective structure sized appropriately for fixture 2. Use powder-coated aluminum or galvanized steel construction 3. Minimum 8' clearance height 4. Install adequate lighting for nighttime use 2. Electrical/Lightning Protection New Work a. Service upgrade i. Perform load calculations for new electrical requirements ii. Upgrade main electrical service panel if required iii. Install new circuit breakers for added circuits iv. Install surge protection devices b. Interior Electrical i. Install new commercial-grade LED lighting fixtures ii. Install occupancy sensors for automatic lighting control and exhaust fans iii. Install GFCI protected outlets at required locations iv. Install new exhaust fans v. Install new weatherproof exterior outlets c. Exterior Electrical i. Install dedicated circuit for hand wash station ii. Provide weatherproof covers for all exterior outlets d. Lightning Protection for New Hand Wash Cover i. Install UL-listed lightning protection system including: ii. Air terminals on roof iii. Down conductors iv. Ground rods and grounding grid v. Surge protection for electrical systems vi. Bonding of all metallic components vii. Protection for hand wash station structure viii. Obtain UL Master Label certification upon completion 4. Liquidated Damages a. In the event of delay (caused by contractor only) in project completion, Repair Latrine, Porter Range the contractor shall pay liquidated damages to government in the amount of $1,203.61 for the total LD Rate/Day. Only the Contractor's key personnel will be issued a CAC. Before CAC issuance, the Contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation IAW Army Directive 2014-05, Policy and Implementation Procedures for Common Access Card Credentialing and Installation Access for Uncleared Contractors. The Contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD Facility and access, via logon, to DoD networks on-site or remotely, (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures, or (3) Physical access to multiple DoD Facilities or multiple non-DoD Federally Controlled Facilities on behalf of the DoD on a recurring basis for a period of six (6) months or more. At the discretion of the Sponsoring Activity, an initial CAC may be issued based on a favorable review of the Federal Bureau of Investigation (FBI) fingerprint check and a successfully completed NACI at the Office of Personnel Management. For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The Contractor shall adhere to the Government's Operations Security (OPSEC) Standard Operating Procedure (SOP)/Plan during the entire period of performance. The Contractor, to include associated sub-Contractor employees, performing IA/IT functions shall comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M and AR 25-2 within six (6) months of appointment to IA/IT functions. All contractor employees and associated subcontractor employees shall complete the DoD IA awareness training before issuance of network access and annually thereafter. IAW DoD 8570.01-M, DFARS 252.239.7001 and AR 25-2, the contractor employees supporting IA/IT functions shall be appropriately certified upon contract award. The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award. Range Period of Performance: 390 Days
