The City of Hercules is soliciting Qualification Statements and Proposals from interested firms for professional and qualified firms experienced in sewer CCTV inspection. Through a Request for Qualification ("RFQ") / Request for Proposal ("RFP") process, persons and/or firms interested in assisting the City with the provisions of such services must prepare and submit a Qualification Statement in accordance with the procedure and schedule in this RFQ/RFP. Qualification Statements and Proposals will be accepted via e-mail but will not be accepted by facsimile transmission. Interested parties are solely responsible for the proper delivery of their Qualifications Statements and Proposals. Although the term of the agreement may be negotiated, time is of the essence. A sample contract can be found as Exhibit A. The contract will provide for termination without cause on sixty (60) days written notice. The Contract will be administered by the City Manager or his/her designee. Specific performance criteria and requirements will be developed once the firm has been selected. The award of the contract shall be made after evaluation and by resolution of the Hercules City Council if costs exceed $50,000. Qualification Statement Criteria and Proposal Criteria Section 1. Qualification Statement for sewer CCTV inspection shall provide the following information for evaluation by City staff: 1. Experience, qualifications, and reputation in the field for the work sought. 2. Knowledge of the requirements from outside agencies regarding sewer CCTV inspection. Section 2. Selection of the firm shall be solely on City's evaluation of the submitted material in the criteria set forth in this document. All Proposals will be reviewed to determine responsiveness. Non-responsive qualifications/proposals will be rejected without evaluation. For firms that satisfy the minimum requirements, the City will evaluate proposals based on the following evaluation criteria, separate or combined in some manner, and not necessarily listed in order of significance. 1. Qualifications and experience of the firm who will perform the work. 2. Experience and references related to the provision of the work to be provided. 3. Ability to perform the work in a timely manner, including equipment and personnel familiar with the work involved. 4. Thoroughness and completeness of the applicant's submittal. 5. Cost to the City. Project Scope / Scope of Work The work to be performed under this proposal includes: Sewer CCTV inspection services for the sewer lines indicated on Exhibit B. Work to adhere to the technical provisions identified in Exhibit C. Work shall require: 1. Ability to obtain all necessary permits, including encroachment permits 2. Ability to comply with Technical Provisions as directed by City staff. 3. Ability to provide video files at completion of project. 4. Ability to meet all safety requirements. All documents submitted in response to this solicitation shall be available to the general public as required by the California Public Records Act, Government Code Section 6250-6270. The City reserves the right to reject any and all written proposals, with or without cause, and waive any irregularities or informalities in the proposals. The City further reserves the right to make any such investigations as it deems necessary as to the qualifications of any and all firms submitting proposals. In the event that all proposals are rejected, the City reserves the right to re-solicit proposals. All proposals should identify a unit price per linear foot of lengths televised and a total cost to perform Sewer CCTV inspection services in accordance with the provisions identified herein.
