In accordance with Nebraska Consultants Competitive Negotiation Act (Neb. Rev. Stat. 81-1702), the Brooks Act (40 USC 1101), and 23 CFR 172.5, the State of Nebraska, Department of Transportation (NDOT), is issuing a Request for Qualifications (RFQ) for On-call Transportation Planning. Qualified consultants are invited to submit a statement of qualifications as outlined below. NDOT's website referred to in this document is located at online. Consultant would be asked to assist or prepare various planning related documents and tasks such as: performance measure activities, data collection (freight, safety, etc.), analytics, and visualizations, reporting, grant applications, updating existing planning documents, public input processes, plan amendments, traffic counts, travel demand modeling/forecasting, statistical modeling/forecasting, public opinion surveys, National Performance Management Research Dataset (NPMRDS) analysis, tool creation, and specification writing. This work may also include supply chain analysis and supply chain optimization strategies to benchmark transportation costs within the state by specific traffic lanes and transport mode. This information will be used to improve the freight network and reduce supply chain costs for businesses.
