The City of San Mateo is soliciting written proposals from qualified firms to provide on-call program management and support services for Public Works Facilities Projects through June 2028. Proposals shall be submitted by firms that have a capable and demonstrable background in the type of work described in Section III of this notice. In addition, all interested firms shall have sufficient, readily available resources in the form of trained personnel, support services, specialized consultants and financial resources to carry out the work without delay or shortcomings. The City of San Mateo, with a population of approximately 102,000, is located on the San Francisco peninsula, approximately midway between San Francisco and San Jose with convenient access to three international airports, San Francisco, San Jose and Oakland. Three major highways, Interstate 280, Highway 101 and State Route 92 all serve the City. San Mateo has a vibrant and active downtown, multiple parks and recreation facilities, and civic facilities including City Hall, police stations, fire stations, libraries, parking garages, pedestrian bridges and fences. The projects that will be in various stages of development through the next fiscal year 2025-2026 are listed below; additional future fiscal year projects are not listed, but are anticipated to be supported through the requested on-call program management services. The scope for program management services will be at the discretion of the City. The main categories of work will include but is not limited to: Owner Representation Professional Design Services Project Development, Scoping and Budgeting Project Planning Constructability Reviews High-level Cost Estimating Surveying and Assessment Services Construction Administration Services. Incomplete submittals will not be accepted. 8 1/2" x 11" page sizes should be used. The proposal shall be limited to ten (10) pages. Resumes for proposed personnel will not be counted towards the page limit. Items not specifically and explicitly related to the RFP and proposal (e.g., brochures, marketing materials, etc.) will not be considered in the evaluation. Receipt of proposals in response to this RFP does not obligate the City in any way to engage any firm and the City reserves the right to reject any and all proposals, wholly or in part, at any time, without penalty. The City shall retain the right to abandon the selection process at any time prior to the actual execution of a contract with a firm, and the City shall bear no financial or other responsibility in the event of such abandonment. The City reserves the right to negotiate all final terms and conditions of any agreements. The method of Contractor Selection has not been Determined at this time.
