Site work and renovation of an educational facility in Newport, Rhode Island. Completed plans call for the renovation of a educational facility; and for site work for a educational facility.

The procurement is a Design-Bid-Build constrcution project for the United States Naval War College at Naval Station Newport, Newport, Rhode Island that consists of exterior repairs and restoration at Luce Hall, Pringle Hall, and Mahan Hall. All three buildings are separately listed on the National Register of Historic Places (NRHP) and the repairs and restoration work must be performed in accordance with the Department of the Interiors Standards for Rehabilitation. Luce Hall: Removal and rebuilding of the damaged upper chimney required to repair a 26 foot +/- (vertical/horizontal) step crack to match the existing and provision of metal chimney cap. Removal and disposal of existing sealants (considered to be PCB containing) and provision of sealants at the two large hexagonal rooftop skylights (approximately 230 LF/skylight). Pringle Hall: Removal/salvage and reinstallation of 7 displaced granite elements including repointing of the adjacent granite elements (10 SF/per unit 70 SF total). Spot repointing of a portion of the south elevation (approximately 70 LF) and east elevation (approximately 50 LFf). Connector bridge (Pringle/Luce Halls): Inspect existing flat seam copper siding soldered (considered to contain lead) joints and prep and resolder compromised joints (approximately 140 SF). Mahan Hall: Repoint granite joints as indicated (approximately 168 SF). Estimated Budget Amount or Price Range: In accordance with FAR 36.204(f) Disclosure of the Magnitude of Construction Projects, the estimated price range for this project is between $1,000,000 and $5,000,000. Time for completion: In accordance with FAR 52.211-10 Commencement, Prosecution, and Completion of Work, the deadline for completion of this task order (including Bid Options) shall be 365 calendar days from date of award (includes 15 calendar days for submission and approval of bonds and insurance). Consistent with FAR 52.211-10, completion of the entire work ready for use must occur prior to the aforementioned date. The time stated for completion shall include final cleanup of the premises. Bond Requirements: In accordance with FAR 52.228-1, Bid Guarantees, each offeror shall submit with its offer a guarantee bond (Standard Form 24) in a penal sum equal to at least 20 percent of the offer price or $3,000,000, whichever is less. Performance and Payment Bonds are required from the contract task order awardee ten (10) calendar days after date of award. Proposal Acceptance Period: Proposal acceptance period shall be 120 days from receipt of offers Pre-Proposal Inquiries (PPIs): Offerors who determine that the technical and or contractual requirements of this RFP require clarification(s) in order to permit submittal of a responsive proposal shall submit all questions in writing. All inquiries shall be submitted via email to Leslie McGehee at leslie.m.mcgehee.civ@us.navy.mil no later than, ten (10) calendar days prior to proposal due date. Additionally, all inquiries shall be submitted using the Pre-Proposal Inquiry (PPI) Form (Attachment C). Do not submit the same inquiry more than once. Please verify that inquiries submitted by you on behalf of your subcontractors are not duplicates. A response will be published via an amendment by email to MACC holders *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The work includes removal and salvage of identified historic items and materials, and removal of resulting rubbish and debris. General demolition of non-historic materials and removal of resulting rubbish and debris must comply with the requirements of Section 02 41 00 DECONSTRUCTION. Store salvaged or recycled materials daily in areas and in a manner specified by the Contracting Officer. In the interest of conservation, pursue salvage and recycling to the maximum extent possible. Submit a Work Plan that includes procedures proposed for the accomplishment of the work. The Work Planprocedures must provide for safe conduct of the work, careful removal and disposition of materials specified to be salvaged or recycled, dust control, protection of property which is to remain undisturbed, coordination with other work in progress, and timely disconnection of utility services. Include a detailed description of the methods and equipment to be used for each operation, and the sequence of operations in the Work Plan. Question Deadline 08/18/2025
