This project involves a major renovation of King Hall OTC Dorm Building 291, a four-story cast-in-place reinforced concrete structure with a basement, located on the NAVSTA Newport, Rhode Island campus. The building, approximately 172,000 square feet in size, serves primarily as a residential dormitory for Officer Training Command (OTC), with additional occupants including Unaccompanied Housing and Naval Health Clinic New England (NHCNE). The renovation will address hazardous materials abatement, building envelope water infiltration, outdated mechanical and plumbing systems, electrical systems including power, lighting, security, and communications, as well as fire protection and detection systems. Life safety upgrades will be completed throughout the building. Exterior improvements include a new fire lane, full roof replacement, replacement of exterior windows and storefront entrances, and masonry repairs. The project also includes code compliance upgrades such as a new passenger elevator and seismic structural improvements. Interior reconfiguration will create new multipurpose areas on the first floor, relocate the SMART clinic from the third to the first deck, and involve minor renovations to existing NHCNE facilities. The project will be delivered as design-build. The estimated construction magnitude is between $100 million and $250 million, with a performance period of approximately 1,000 calendar days.
