Site work for a mixed-use development in Newport, Rhode Island. Completed plans call for site work for a sidewalk / parking lot; and sidewalk / parking lot.
Location of the work: Naval Station Newport, Newport, Rhode Island Description of the work: The scope of this project will repair critical and hazardous life safety conditions in the form of deteriorated structural components and seawall repairs. Work includes repairs to the concrete piles, replacement of the concrete apron/pile caps at gangways, seawall repairs and sidewalk replacement. This work will take place around tidal waters and all EV conservation recommendations and work restrictions shall be followed. No work can start until all permits are received. Base Bid a. Mobilization and Demobilization (1 LS) b. Repair void from Bent 59 to Bent 66 (18 CY) c. Replace concrete sidewalk Bent 59 to Bent 66 (580 SF) d. Repair void from Bent 30 - 33 (15 CY) e. Replace concrete sidewalk from Bent 30 - 33 (290 SF) f. Replace concrete deck and pile caps from Bents 29 - 36 (936 SF) g. Replace concrete deck and pile caps from Bents 48 - 50 (260 SF) h. Replace concrete deck and pile caps from Bents 12 - 14 (260 SF) i. Repair original concrete piles with concrete encasements (15 EA) j. Repair existing concrete encased piles (5 EA) Bid Option a. Repair original concrete piles with concrete encasements (6 EA) b. Repair existing concrete encased piles (4 EA) c. Remove and provide concrete deck and pile caps from Bents 24 - 26 d. Remove and provide concrete deck and pile caps from Bents 57 - 59 Estimated Budget Amount or Price Range: In accordance with FAR 36.204(f) Disclosure of the Magnitude of Construction Projects, the estimated price range for this project is between $1,000,000 and $5,000,000. Time for completion: In accordance with FAR 52.211-10 Commencement, Prosecution, and Completion of Work, the deadline for completion of this task order (including Bid Options) shall be 240 calendar days from date of award (includes 15 calendar days for submission and approval of bonds and insurance). Consistent with FAR 52.211-10, completion of the entire work ready for use must occur prior to the aforementioned date. The time stated for completion shall include final cleanup of the premises. Bond Requirements: In accordance with FAR 52.228-1, Bid Guarantees, each offeror shall submit with its offer a guarantee bond (Standard Form 24) in a penal sum equal to at least 20 percent of the offer price or $3,000,000, whichever is less. Performance and Payment Bonds are required from the contract task order awardee ten (10) calendar days after date of award. Proposal Acceptance Period: Proposal acceptance period shall be 120 days from receipt of offers Pre-Proposal Inquiries (PPIs): Offerors who determine that the technical and or contractual requirements of this RFP require clarification(s) in order to permit submittal of a responsive proposal shall submit all questions in writing. All inquiries shall be submitted via email to Leslie McGehee at leslie.m.mcgehee.civ@us.navy.mil no later than, ten (10) calendar days prior to proposal due date. Additionally, all inquiries shall be submitted using the Pre-Proposal Inquiry (PPI) form (Attachment C). Do not submit the same inquiry more than once. Please verify that inquiries submitted by you on behalf of your subcontractors are not duplicates. A response will be published via an amendment by email to MACC holders. Question Deadline 08/18/2025 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The scope of the work, without limiting the generality thereof, consists of furnishing all labor, materials and equipment for the following items of work and all work incidental thereto as shown on the Drawings and as specified herein. a. Coordinate work with that of all other trades affecting or affected by work of this Section. Cooperate with such trades to assure the steady progress of all work under the Contract. b. Installation of floating siltation curtain to prevent the dispersion of sediments disturbed by water-based demolition and construction activities. c. Installation of floating debris boom to prevent the dispersion of construction materials from demolition and construction activities.
