The City of Lake Stevens reserves the right to reject any and all bids and waive any immaterial irregularities or informalities in the ties or in the bidding. No bidder may withdraw its bid after the hour set for the opening thereof or before award of contract, unless said award is delayed for a period of sixty (60) days. The City further reserves the right to make the bid award as deemed in the best interest of the City.
