The Village of Weston, Wisconsin, hereby gives notice that sealed lump sum Bids will be received for the construction of PFAS pre-treatment for Well 3 and associated systems. PFAS pre-treatment will repurpose existing temporary PFAS treatment system which includes 4 pressure vessels to remove iron and manganese prior to GAC vessels. The project also includes chemical feed equipment, building expansion, instrumentation and controls and related piping and equipment within the Village of Weston, Marathon County, Wisconsin. OWNER: The Village of Weston, Wisconsin, hereby gives notice that sealed lump sum Bids will be received for the construction of PFAS pre-treatment for Well 3 and associated systems. PFAS pre-treatment will repurpose existing temporary PFAS treatment system which includes 4 pressure vessels to remove iron and manganese prior to GAC vessels. The project also includes chemical feed equipment, building expansion, instrumentation and controls and related piping and equipment within the Village of Weston, Marathon County, Wisconsin. LEGAL PROVISIONS: The Contract letting shall be subject to the provisions of Sections 62.15, 66.0901, 66.0903, and 779.15 of the Wisconsin Statutes. DBEs, including MBEs and WBEs, are encouraged to submit bid proposals. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub-contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. Project requirements including DBE, Wage rates, Buy American - Build American, and American Iron and Steel shall be discussed. BID SECURITY: Bid Security in the amount of not less than 5 percent nor more than 10 percent of the Bid shall accompany each Bid in accordance with the Instructions to Bidders. CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price. BID REJECTION/ACCEPTANCE: OWNER reserves the right to reject any and all Bids, waive informalities in bidding or to accept the Bid or Bids, which best serve the interests of OWNER. BID WITHDRAWAL: No Bid shall be withdrawn for a period of 60 days after the opening of Bids without consent of OWNER. A. This project includes the construction of PFAS pre-treatment for Well 3. PFAS pre-treatment will use 6 pressure vessels to remove iron and manganese from Well 3 water. All work is within the Village of Weston, Marathon County, Wisconsin. Work includes: 1. An approximately 935 ft2 CMU building expansion to the existing water treatment plant. Includes precast plank roofing. 2. Replacement roofing membrane and rainwater piping for the entire water treatment plant building roof. 3. Repair of floor expansion joint in the existing building. 4. Removal of existing, unused pump pad and repair to watertight seal. 5. Removal of exterior doors and CMU block to accommodate new construction. 6. Replacement or addition of doors and exterior lights with the door locations. 7. Four new rooms including electrical, controls, restroom, and filter room. 8. Division of existing chemical rooms and construction of chemical containment. 9. Sump, trench drain, and floor drains in the new water treatment plant expansion. 10. New eyewash shower with instant gas water heater and association tempering system. 11. New HVAC for the entire water treatment building including cooling for the electrical room, control room, and restroom. Includes separate HVAC for chemical feed rooms. 12. New LED lighting at the Water Treatment Plan pump room, chemical rooms, pipe gallery, and expansion. New LED lighting for Well 4 Building. 13. Removal of the existing backup generator and fuel tank from Well4. 14. Updating electrical systems and moving them to the new electrical room. 15. New VFDs for the high service pumps 16. Moving all controls in the water treatment plant to the new control room. 17. New computer and operational space in the control room. 18. Six iron and manganese removal filters in the filter room with 4 OWNER owned to be moved into the space and two new filters provided under this contract. 19. Fiber optic move from Safety Building to Well 3 Building. 20. Fiber optic line replacement from Well 3 Building to Water Treatment Plant. 21. New controls for flow pacing chemical feeds, new flow meters, filter backwash controls, and other ancillary improvements. 22. Driveway extension to new addition. 23. BID ALTERNATIVE for repaving the driveway. 24. Moving overflow, concrete pads, seeding, erosion controls, and landscape rock. 25. Natural gas extension and electrical extension utility ALLOWANCE. 26. Rehabilitation of Well 3 ALLOWANCE. 27. Well 4 building exterior brick, mortar, and louver repair ALLOWANCE. Question Deadline 08/27/2025: All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Questions received less than seven days prior to the date for opening of Bids may not be answered
