The CCLBA invites the submission of proposals for General Contracting Services to facilitate the construction of two single-family homes and detached garages for the CCLBA at 84 Bowen and/or 86 Bowen Ave. The goal is to sell the homes to qualified buyers meeting low- and moderate-income guidelines as required by the Michigan State Housing Development Authority. If you have trouble submitting questions online, you can contact Quinton Hay, Housing Projects Coordinator at qhay@calhouncountymi.gov or 269-781-0773 Answers Available: August 14, 2025 at 5:00pm Tentative Award Date: August 26, 2025 The CCLBA seeks sealed proposals from Respondents to provide labor and materials associated with General Contracting services for the development of newly constructed residential homes at 84 and/or 86 Bowen Ave in compliance with all applicable ordinances and codes of the City of Battle Creek and the International and State of Michigan Building Code. The goal of this RFP, and the responsibility of the successful Respondent(s), is the construction of a single-family home and detached garage at the two locations on Bowen Ave. The successful Respondent(s) must have an active builder's license and experience providing general contracting services for new construction development. The successful Respondent(s) shall obtain and pay for all permits and licenses required by any ordinance, code, and regulation of the jurisdictions in which the work is to be done. All permits, licenses, or testing required by any ordinance, code, or regulation of the State of Michigan or local municipality that is required for the performance, completion, and execution of this project shall be the responsibility of the selected Contractor. All inspections and reports will be presented to the CCLBA's Housing Projects Coordinator before final payment for the project. The successful Respondent(s) must exhibit the ability to provide new construction services, as well as work with a diverse population. The successful Respondent(s) must also exhibit the ability to procure and manage a team of subcontractors to complete all necessary work a full Certificate of Occupancy. Additional information regarding the requirements of the construction can be found in Appendix A under building plans, energy code reports, and specification sheets with details. The CCLBA reserves the right to award two separate contracts for applicable services based on experience and capacity for the two units proposed. The CCLBA reserves the right to select the Respondent that best meets their goals and objectives, quality levels, as well as their experience and service level expectations. The CCLBA reserves the right, in their sole discretion, to reject any or all proposals, to waive any irregularities and technical defects contained therein, to award the contract in its entirety, in part, or not at all and/or to determine which proposal is the lowest and/or best to enter a Contract, as deemed to be in the best interest of the CCLBA. The CCLBA may, at their discretion, award the projects to two Respondents if it will benefit the project. Project completion deadline: February 15, 2026. BOND REQUIREMENT: Michigan State Law (MCL 129.201) requires a performance bond on projects where the overall costs exceed $50,000. Therefore, a bid bond in the amount of 5% of the Contractor's overall bid price is required from each bidder under the submittal requirements of this RFP. A bid bond is usually a two-page document from your bond company that includes the bond on page one, and a Power of Attorney authorization on page two from an insurance company; there should be no charge for this document. If a contract is awarded to a Contractor in an amount that equals or exceeds $50,000 in aggregate amount for all projects assigned, the Contractor shall supply both of the following: a. Bonding required for new construction contracts over $50,000. Michigan State Law (MCL 129.201) requires a performance bond on projects where the overall costs exceed $50,000, the contractor shall provide both of the following: i. A performance bond for 100 percent of the contract price; this shall be supplied once the contract has been verbally accepted. (A performance bond is one executed in connection with a contract to secure fulfillment of Contractor's obligations under such contract.) ii. A payment bond, in conjunction with the performance bond, on the part of the Contractor for 100 percent of the contract price; this shall be supplied once the contract has been verbally accepted. (A payment bond is one executed in connection with a contract to assure payment as required by law of all persons supplying labor and material in the execution of the work provided for in the current contract.)
