Demolition, site work, renovation and addition to a day care center in Philadelphia, Pennsylvania. Completed plans call for the addition of a day care center; for the demolition of a day care center; for the renovation of a day care center; and for site work for a day care center.

The mission of OHS is to make homelessness rare, brief and non-recurring. The agency coordinates with public and private partners to provide outreach and daytime support programs; emergency shelter, long-term housing and supportive services; and homeless prevention activities that address the needs of people experiencing or at- risk of experiencing homelessness. As the CoC Collaborative Applicant, OHS is responsible for making sure the CoC Process aligns with HUD's standards. The following are the goals OHS expects to achieve through the work of the selected Applicants: 1. Create new projects to meet the needs of our community. 2. Maximize funding from HUD to achieve the greatest impact. 3. Provide safe, affordable housing to end homelessness for individuals and families. 4. The target rate for the number of participants who retained Supportive Housing/Exits to Supportive Housing will be 93% or more - meaning that during the contract period, at least 93% of participants will either remain in the program or will exit to other permanent housing. 5. Ensure participants who are housed through this RFP do not return to homelessness The U.S. Department of Housing and Urban Development (HUD) releases the Notice of Funding Opportunity (NOFO) for the Continuum Care (CoC) Program annually. All Continuums of Care must participate nationally in the annual HUD CoC Competition to receive these funds. HUD encourages CoCs to solicit new and expansion projects to close the gaps in the system, address community demand, and maximize funding. PROPOSED COMPENSATION: Amount of compensation is dependent on reallocation from renewal projects. Anticipated to be between $400,000-$900,000 but may fluctuate. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Applicants must submit questions regarding this opportunity by July 31 2025 at 5:00 pm Philadelphia time. All questions must be submitted via email to the Official RFP Contact: diana.h.rivera@phila.gov
