Reference Number 0000299132 2.1 Project Description The purpose of this project is to conduct environmental due diligence on five identified parcels of land located at Southport, Manitoba. These assessments will support informed decision-making related to development planning, and risk management. 2.2 Phase I Environmental Site Assessment The consultant shall perform the following tasks for each parcel: 2.2.1 Historical Research: Review historical land use through aerial imagery, title searches, fire insurance maps, and land registry data. 2.2.2 Regulatory Records Review: Review environmental databases and municipal/provincial/federal records for known spills, contamination, or environmental violations. 2.2.3 Site Visit: Conduct visual inspection of the site and surroundings to identify signs of potential contamination. 2.2.4 Interviews: Conduct interviews with current owners, occupants, or relevant authorities (if available). 2.2.5 Reporting: Prepare a Phase I ESA report that includes findings, conclusions, and recommendations. 2.3 Phase II Environmental Site Assessment (If Required) If areas of potential environmental concern are identified in Phase I, the consultant may be authorized to: 2.3.1 Intrusive Testing: Conduct soil, groundwater, and/or vapor sampling as needed. 2.3.2 Laboratory Analysis: Analyze samples for petroleum hydrocarbons, heavy metals, VOCs, or other contaminants as identified. 2.3.3 Data Interpretation and Reporting: Provide analytical results, interpret findings, assess environmental risks, and provide recommendations for remediation, if applicable. 2.4 Deliverables 2.4.1 Phase I ESA reports for each of the five parcels. 2.4.2 Phase II ESA reports (if required and authorized). 2.4.3 Summary report outlining key findings, comparison across the five parcels. 2.4.4 All laboratory data and appendices.
