Question Deadline 08/06/2025 at 5:00 PM PT Respondents will submit all questions (via email only) to Mr. Jason Stagno of Montrose at jasonstagno@montrose-env.com. Upon receipt, a representative of Montrose will reply to the email to confirm its receipt. Montrose Environmental Solutions, Inc. (Montrose or 'the Owner's Representative') is requesting a sealed bid prepared and submitted in accordance with the scope ofWork and specifications presented herein, on behalf of the City of Elma, Washington ('the Owner') for the controlled demolition of 113 North 4 th Street, Elma, Washington ('the Site' or 'Subject Property'). Montrose and the Owner disclaim any responsibility that representations made regarding conditions or quantities of materials will remain as they were when reviewed by the bidders during the bidding period, prior to award of the contract, or during the Work. The Site building was determined to be structurally unsound (Appendix A) and shall require demolition in accordance with the requirements ofWashington State Department ofLabor &Industries (L&I) and The Olympic Region Clean Air Agency (ORCAA) for controlled demolition with asbestos in-place. NOTE: Portions of the Work contained herein may be subject to modification as a result of the Public Comment Period and approval of the Analysis of Brownfield Cleanup Alternatives (ABCA) by the United States Environmental Protection Agency (USEPA). The Subject Property consists of one (1) tax parcel owned by the City of Elma, Washington: 113 North 4th Street (tax parcel ID: 043001100102) Figures 1 depicts the location of the Subject Property and Figure 2 presents exterior photographs of the Subject Property. A general summary and history of the Subject Property is included below. The Site is a two story 7,920+- square-foot (SF) commercial building built in 1927, formerly used as the "Elma Performing Arts Center" through 2013. The Site building has two storefronts on the first level and two apartments on the second level. The building has been vacant since 2013 and has fallen into disrepair, including a collapsed roof. The building poses a significant public safety hazard, and the alleyway has been blocked off by the City of Elma to allow for the supports to brace one side of the building. The Site building is currently vacant and has been condemned The Site is determined to be structurally unsound and shall require demolition in accordance with the requirements of Washington State Department of Labor & Industries (L&I) and The Olympic Region Clean Air Agency (ORCAA) for controlled demolition with asbestos in-place.
