Elma School District is seeking proposals from experienced firms for Project Design & Management services for the Community Athletic Fields Development project, funded by a Washington State RCO grant. The selected consultant will oversee the development of a multi-purpose athletic complex, featuring 15 natural turf fields (sizes youth to high school), two with lighting systems, irrigation, fencing, and signage. Applicants must demonstrate RCO Grant Experience, knowledge of RCO Manuals 4, 7, and 8, and the ability to coordinate the required Cultural Resources Survey in compliance with Executive Order 21-02. This solicitation follows federal and state competitive procurement principles (2 C.F.R. Part 200) and requires the successful bidder to comply with RCW 39.12 regarding state prevailing wages. All contracts will include clauses for federal and state nondiscrimination laws and the Americans with Disabilities Act (ADA). The project is intended to support recreational, instructional, and competitive athletic use across a wide range of age groups, from early childhood (Under 5) through high school participation. Core Project Elements The project includes development of approximately 15 multi-purpose natural turf athletic fields, consisting of: o 13 unlighted fields designed primarily for daytime and youth use o 2 full-size lighted fields designed to accommodate higher-intensity use, including evening practices and competitions Field configurations will be designed to support multiple age groups and sports, with layouts generally accommodating: o Early childhood and small-sided youth play o Transitional youth field sizes o Full-size competition fields suitable for high school athletics Sports anticipated to use the complex include, but are not limited to: Soccer o Football o Rugby o Lacrosse o General multi-use recreation Final field sizes, orientations, striping strategies, and shared-use configurations shall be refined during design in coordination with District staff, community stakeholders, and applicable safety and playability standards.
