This is a Design-Bid-Build (DBB) construction project to utilize the in-house design plans, and specifications to upgrade heating and electrical systems in Building 306B. The electrical systems to be upgraded shall include panelboards and all attached loads and branch circuits, wiring, and conduit. Existing steam heating units and associated piping and condensate systems shall be replaced by electric heating units for spot heating and for freeze protection. Heat trace systems shall be installed for all potable water piping for freeze protection. Inspection and testing of upgraded systems shall be performed at the conclusion of work to ensure its functionality. Construction shall be phased to minimize outages that impact operations and mission support and incidental related work. MACC contract holders are to supply the names of all attendees (including their subcontractors) that they will be sending for the site visit, and shall provide completed 5512 and VCC forms for any attendees that do not have NSA Mechanicsburg DBIDS. This information shall be provided no later than July 28th, 2025 at 11:00 am by sending an email to delonne.a.wilbourn.civ@us.navy.mil and francis.a.caruso10.civ@us.navy.mil. RFIs must be submitted in writing to Francis Caruso and Delonne Wilbourn at delonne.a.wilbourn.civ@us.navy.mil and francis.a.caruso10.civ@us.navy.mil no later than 5 calendar days after the site visit. Responses for RFIs submitted after the cut-off are not guaranteed, however every effort will be made to respond to those RFIs. Do not submit the same inquiry more than once. Please verify that inquiries submitted by you on behalf of your subcontractors are not duplicates. A response will be published via an amendment. The magnitude of construction is between $250,000 and $500,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Contractor shall be required to: (a) commence work under this contract within 15 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 145 calendar days after notice to proceed. The time stated for completion shall include final cleanup of the premises. Liquidated Damages - Construction (Sep 2000): (a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $175.11 for each calendar day of delay until the work is completed or accepted. (b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
