Renovation of a military facility in Mechanicsburg, Pennsylvania. Completed plans call for the renovation of a military facility.

This is a Design-Bid-Build (DBB) construction project to utilize the AE design plans, and specifications to upgrade of the electrical systems in Building 412. The electrical systems to be upgraded shall include transformers, high voltage switches, main distribution panels, sub-panels and all attached loads and branch circuits, wiring, and conduit. Inspection and testing of upgraded systems shall be performed at the conclusion of work to ensure its functionality. Construction shall be sequenced to minimize outages that impact operations and mission support. This information shall be provided no later than August 4th, 2025 at 11:00 am by sending an email to delonne.a.wilbourn.civ@us.navy.mil and francis.a.caruso10.civ@us.navy.mil. RFIs must be submitted in writing to Francis Caruso and Delonne Wilbourn at delonne.a.wilbourn.civ@us.navy.mil and francis.a.caruso10.civ@us.navy.mil no later than 5 calendar days after the site visit. Responses for RFIs submitted after the cut-off are not guaranteed, however every effort will be made to respond to those RFIs. Do not submit the same inquiry more than once. Please verify that inquiries submitted by you on behalf of your subcontractors are not duplicates. A response will be published via an amendment. The magnitude of construction is between $500,00 and $1,000,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Contractor shall be required to: (a) commence work under this contract within 15 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 325 calendar days after notice to proceed. The time stated for completion shall include final cleanup of the premises. (a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $203.02 for each calendar day of delay until the work is completed or accepted. (b) If the Government terminates the Contractor’s right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
