The base bid work, in general, consists of the installation of raised medians at the following locations: o Railroad Avenue at Village Drive o Walters Road at McClellan Drive. The scope of the improvements includes, but is not limited to narrowing existing medians, installation of median islands, stamped concrete, signage, pavement markings and striping. Additive Alternate proposes the same scope of work on Railroad Avenue at Birchwood Court. Attention is directed to the plans and specifications for complete details and bid requirements. MANDATORY PROJECT LABOR AGREEMENT: The successful Contractor will be required to agree to be a party to and be bound by the City of Suisun City Project Labor Agreement (PLA) for this project. No pre-bid meeting is scheduled for this project. Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest. Refer to Section 2-1.06 of the Special Provisions for requirement of Contractors and Sub-contractors to be registered with the Department of Industrial Relations (DIR) to be eligible to submit a responsive bid. Pursuant to the provisions of Section 1770 et seq. of the Labor Code of California, the Director of Industrial Relations for the State of California has ascertained the current general prevailing rate of wages for employer purposes, in Solano County, State of California. The Contractor must be properly licensed as a contractor from contract award through Contract acceptance (Public Contract Code, Section 10164.). The Contractor shall possess a valid Class "A" License at the time this contract is awarded. At least 30% of the contract work is to be performed by the prime contractor. ids are required for the entire work described herein. This contract is subject to State contract, non discrimination and compliance requirements pursuant to Government Code, Section 12990. The successful bidder shall furnish a bid bond, a payment bond and a performance bond, Materials & Labor Bond, and a one -year warranty bond when work is completed. The Contractor and all subcontractors shall possess a valid Suisun City business license prior to start of work. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. It shall be the Bidder's responsibility to ensure it has received all Addenda issued prior to submitting a bid. No contractor or subcontractor may be listed on the proposal for this project unless they are registered with the California Department of Industrial Relations (DIR). In other words, no contractor or subcontractor may be awarded the contract for this project unless they are registered with the DIR. Work performed on this project is subject to compliance monitoring and enforcement by the DIR. The Contractor must post job site compliance with Title 8 California Code of Regulations Section 16451. Also, the Contractor and his subs are required to submit certified payroll records to the Labor Commissioner.
