The City is seeking proposals from experienced and qualified providers for exclusive residential, multi-family, and commercial (including industrial) solid waste collection services. The required services include the collection, hauling, processing, and lawful disposal of non-hazardous solid waste, recyclable materials, and organic waste. The scope of work encompasses all aspects of providing weekly garbage, recycling, and organic waste collection for single-family, multi-family, commercial customers, and City facilities, with additional requirements for customer service, education and outreach, sustainability and compliance programs, and reporting. The successful bidder must be able to demonstrate its ability to efficiently transition into service, provide cost-effective and environmentally responsible solutions, and comply with all applicable local, state, and federal laws. The city expects a comprehensive base level of services and encourages proposals to include additional/optional services that benefit the community and environment. The Collector must provide all labor, equipment, facilities, and resources necessary to fulfill the contractual requirements and should propose innovative, customer-focused, and sustainable operational practices. Instructions to bidders include submitting detailed plans for transition, operations, customer service, compliance, education, and outreach. Proposals must include technical information, references, staff qualifications, a comprehensive cost breakdown by account type, and clear distinction between base scope and optional/additional services. Bidders must ensure compliance with all applicable laws, provide evidence of financial strength, and have or establish a local service hub within five miles of the designated location. Proposals must be submitted electronically, address all RFP requirements, and remain valid for at least 180 days following the due date. Submitters are responsible for all proposal costs and must ensure all required documentation, exhibits, and cost worksheets are completed in the specified formats.
