The Contractorshall furnish, to the satisfaction of the Engineer, all labor, materials, tools, equipment, and incidentals, unless otherwise specified, to construct and complete the Work in compliance with the Contract Documents. The City of Moreno Valley is seeking safety improvements at 15 signalized intersections located along high-speed roadways. The purpose of this project is to enhance visibility and increase safety for both drivers and pedestrians. Planned improvements include the installation of additional lighting, advanced stop bars, high-visibility striping, and retroreflective signal backplates. Base Bid Items include improvements to existing traffic signal infrastructure. These items consist of traffic control, furnishing and installing Type B bike push button assemblies, and removing and replacing various types of 3-, 4-, and 5-section vehicle signal heads with updated framework. The base scope also includes furnishing luminaires with PE controls, furnishing internally illuminated street name signs, and installing 2-inch fluorescent yellow retroreflective striping along with repainting black signal backplates. Additive Bid Items include removing and installing various signal standards (Type 1, Type 15TS, Type 26, and Type 29) with foundations, installing or relocating pedestrian push button assemblies and pedestrian head assemblies, and relocating or installing additional internally illuminated street name signs. Additive Bid items also include additional luminaires with PE control. The City of Moreno Valley, ("City") invites and will receive sealed Bids for the furnishing of all labor, equipment, materials, tools, services, transportation, permits, utilities, and all other items necessary for Traffic Signal Safety Improvements - Overnight Intersection Visibility Systemic Improvements. Question Submission Deadline: August 21, 2025, 2:00pm All questions, technical, commercial, or contractual in nature shall be directed to the Q&A section online. For project contract cost is $1,000,000 or more, the Contractor and each Subcontractor shall execute a Letter of Assent which formally binds the Contractor and each Subcontractor to the terms of the Community Workforce Agreement by and Between the City and San Bernardino/Riverside Counties Building and Construction Trades Council, AFL-CIO and the Signatory Craft Councils and Unions ("CWA") entered into on DATE. A copy of the CWA and the Letter of Assent is attached as Appendix A for reference. By submitting a bid for this project, Contractor acknowledges that it has read the CWA, and will execute the Letter of Assent binding itself to the terms of the CWA if the project cost is $1,000,000 or more, and will further ensure that each subcontractor will sign the Letter of Assent and provide copies to the City prior to performing any work on the project. Each Bid shall be accompanied by cash, a certified or cashier's check, or Bid Bond secured from a surety company satisfactory to the City, the amount of which shall not be less than ten percent (10%) of the submitted Total Bid Price, made payable to the City of Moreno Valley to guarantee the Bidder will enter into a Contract with the City. The Contractor shall complete all preconstruction requirements, ordering of materials, and construction of the Project within the Contract Time of Eighty (80) Working Days for the Base Bid only, and up to One Hundred and Fifty (150) Working Days for Base Bid plus all Additive Bids after the date of commencement specified in the Notice to Proceed to Fulfill Preconstruction Requirements issued by the City. See the Agreement for details regarding the initial Notice to Proceed to Fulfill Preconstruction Requirements and Notice to Proceed with Order of Materials and subsequent Notice to Proceed with Construction. No Bid will be accepted from a Bidder who, at the Bid Submission Deadline, is not fully and properly licensed as a contractor in accordance with Chapter 9 of Division 3 of the California Business and Professions Code (Section 7000 et seq.). At the Bid Submisssion Deadline, the prime Contractor must hold an active Class "A" contractor's license issued by the California Contract State License Board or a combination of Class "C" specialty contractor's licenses issued by the California Contract State License Board necessary for the performance of all Work to be performed by the prime Contractor. All Subcontractors shall be properly licensed at the Bid Submission Deadline. The City reserves the right, in its sole discretion, to: judge the Bidder's representations as stated in the Bid forms, including the Contractor's Statement, and any post-Bid information to determine whether or not Bidder is qualified to perform the Work; be the sole judge regarding the suitability of the products, services or supplies offered; to not purchase all items or the full quantity of each item listed in the Contract documents; accept or reject any or all Bids; modify, cancel or withdraw the Notice Inviting Bids; issue a new Notice Inviting Bids; suspend or abandon the Project; appoint evaluation committees to review bids; and seek the assistance of outside technical experts in Bid evaluation; waive deficiencies, informalities and minor irregularities in any Bid or in the bidding process; require a Bidder to provide a guarantee (or guarantees) of the Contract by a third party; and/or not issue a Notice to Proceed after execution of the Contract. In submitting a Bid in response to the Notice Inviting Bids, the Bidder is specifically acknowledging the City holds these rights. The Notice Inviting Bids does not commit the City to enter into a Contract, to reject, in its sole discretion, all Bids, nor does it obligate the City to pay for any costs incurred in preparation and submission of a Bid or in anticipation of a contract. By submitting a Bid, the Bidder disclaims any right to be paid for such costs. The successful Bidder will be required to furnish a Faithful Performance Bond and a Labor and Material Payment Bond each in an amount equal to one hundred percent (100%) of the Contract Price. Each bond shall be in the forms set forth herein, shall be secured from a surety company that meets all State of California bonding requirements, as defined in California Code of Civil Procedure Section 995.120, and that is a California admitted surety insurer. Pursuant to Section 22300 of the Public Contract Code of the State of California, the successful Bidder may substitute certain securities for funds withheld by the City to ensure its performance under the Contract. The City shall award the contract for the Project to the lowest responsive, responsible Bidder as determined by the City and based on the total bid amount of the Base Bid plus all Additive Bids. The City reserves the right to reject any or all Bids or to waive any irregularities or informalities in any Bids or in the bidding process.
