Prevailing wage rates as issued by the Missouri Department of Labor and Industrial Relations, Division of Labor Standards, will be complied with on this project and not less than the highest prevailing hourly rate of wages shall be paid to all workmen performing work under this Contract. Bid security in the amount of five percent (5%) of the Bid price must accompany the Bid in accordance with the Instructions to Bidders. All questions regarding Bidding documents are to be answered by the City of Troy Public Works Superintendent at (636) 528-4646. The City of Troy reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. The City of Troy further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, not to be responsive or responsible or not to meet the specified qualification or quality requirements, based on poor references or otherwise. The City of Troy may also reject the Bid of any Bidder if the City reasonably believes that it would not be in the best interest of the project or the public to make an award to that Bidder. The City of Troy reserves the right to waive all informalities not involving price, time, or changes in the Work.
