Large Water Meter and Bench Meter Testing Contract. The City anticipates the test and evaluation of up to three hundred (300) large water meters ranging from three inches (3") to ten inches (10") in size per year. The high and low side of a meter will be included in each individual meter inspection. These meters are serving business, commercial and industrial establishments within and around the City of Johnson City. Meters to be selected are of numerous manufactures and will be of the turbine, compound or fireservice type. The City is requesting for all large meters two hundred fifty (250) + to be tested in the fall of each year. The City is also requesting the highest water usage large meters thirty (30) + meters to be tested again in the spring. Any meters not having proper control valves or are lacking the ability to be field tested will be reported by the Consultant to the City and the City will make necessary alterations or authorize Consultant to make necessary alterations to accommodate testing. All work is to proceed in a progressive manner and will be reported to the City within three (3) weeks of its completion. The entire project will be summarized in a final report from the Consultant. The report will include an executive summary noting all work performed including system deficiencies, accuracy percentage, total calculated water loss and all meter repairs made. A hard and electronic copy of the final report shall be given to the City of Johnson City after completion of the testing. The City would also like a price for bench testing of meters 5/8" through 2". The minimum number of meters tested should be around 50 meters annually. The meters would be shipped to your location for testing and then meters return shipped to our location. A test report would be created for each meter tested that would include the serial number, test flows and accuracy. An electronic copy in the test results spread sheet will be submitted. Consultant to specify, on attached bid form, the number of meters required for testing if the contract is renewed or extended. This is a three (3) year contract subject to annual renewal provided all terms, conditions, and prices remain unchanged and the vendor is in agreement. Prices contained herein shall remain firm for each renewal term of the contract. The City reserves the right to re-bid at the end of any one (1) year period. The City reserves the right to postpone or reject any or all bids/rfps/rfqs, to waive informalities and to accept the bid/rfp/rfq judged to be in the best interest of the City. The City also reserves the right to award this product/service based on other contracts in-place (state or cooperative contracts), as may be in our best interest.
