Demolition, site work, paving and new construction of a bridge / tunnel in Santa Rosa, New Mexico. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.
As of September 26, 2025, project was awarded to Kimo Constructors, Inc. but award amount is not available. The Guadalupe County ("County") Purchasing Office, on behalf of the Road Department, is soliciting a proposal from prospective offerors for Engineering Consulting Services. Project includes the removal and replacement of riprap at the Los Novios Bridge Project Los Novis Bridge Riprap Replacement - The Scope of work consists of the removal of existing riprap and stockpiling at a designated location. Replace with Class A wire enclosed riprap at the inlet and outlet from guardrail to guardrail using 4"-8" rock. The Guadalupe County Purchasing Office, is soliciting proposals from prospective offerors for Construction Services. The following specifications are to be used as guidelines in submitting proposals and shall be made a part of the contract between Guadalupe County and the successful Offeror(s) The successful Offeror shall provide the following services, but not limited to: 1. Mobilization and Site Preparation Site access planning and traffic control measures (if work is near or on an active roadway). Installation of erosion and sediment control BMPs. Protection of existing infrastructure, utilities, and vegetation not scheduled for disturbance. 2. Demolition / Removal of Existing Riprap Removal of all existing riprap between guardrails within the project limits and stockpiling at a designated location. Salvaging and reuse of existing riprap is not permitted unless otherwise specified. Excavation and off-site disposal of unsuitable materials or debris encountered during removal. 3. Subgrade Preparation Grading and compaction of subgrade to receive new riprap. Re-establishment of side slopes, drainage contours, and foundation conditions suitable for riprap placement. Installation of geotextile filter fabric (if specified) following manufacturer guidelines and project specifications. 4. Furnishing and Installing New Riprap Delivery and placement of riprap conforming to Class A wire riprap with 4"-8" rock. Placement to ensure interlocking of rock, minimal voids, and full coverage from guardrail to guardrail. Thickness and slope to be consistent with engineering design drawings, 3' at base of guardrail to 15' at base of concrete inlet and outlet. 5. Final Grading and Site Restoration Grading to restore adjacent surfaces and match existing ground conditions. Repair or reinstallation of disturbed guardrail components, if any. Removal of excess materials, construction debris, and temporary erosion controls. Seeding or stabilization of disturbed areas outside the riprap footprint. The successful Offeror will work collaboratively with the Board of County Commissioners, the County, Manager Projects Manager, and Road Department in developing and monitoring road projects. Background Guadalupe County is located in the eastern part of New Mexico. It covers 3,031 of both urban and rural areas with a population of approximately 4,452 people according the 2020 census. Guadalupe County has a commission/ manager form of government. The Board of County Commissioners consists of three members elected by voters within their respective districts. The County Manager is appointed by the Commission to carry out policy and serve as the chief administrative officer. The Guadalupe County Board of Commissioners reserves the right to reject The Guadalupe County Board of Commissioners reserves the right to reject any and all responses. Guadalupe County reserves the right to reject any and all bids Proposals must be sealed and labeled on the outside of the package to clearly indicate that they are in response to the Engineering Consulting Services and RFP# 2026-03. Proposals submitted by facsimile or other electronic means will not be accepted. Hard Copy Responses Offeror's proposal must be clearly labeled and numbered and indexed. Proposals must be submitted as outlined below. The original copy shall be clearly marked as such on the front of the binder. Envelopes, packages or boxes containing the original and the copies must be clearly labeled and submitted in a sealed envelope, package, or box bearing the following information: Offerors must deliver: B. Technical & Cost Proposals - One (1) ORIGINAL and three (3) HARD COPIES (4 TOTAL). Guadalupe County reserves the right to adjust the timetable as necessary. Guadalupe County requires the project to be completed by November 30, 2025, and, as a result, final selection will occur no later than August 21, 2025. Late Proposals will not be considered for award.
