Renovation of a service station / car wash facility in Fort Smith, Arkansas. Conceptual plans call for the renovation of a service station / car wash facility.

The City of Fort Smith has received funding under the U.S. EPA's Climate Pollution Reduction Grant (CPRG) Program, via Agreement Number to implement electric vehicle charging infrastructure on public property. This RFP seeks qualified firms to provide complete design, engineering, procurement, permitting, installation, commissioning, and operational support services for the deployment of public-use EV charging stations. Question Deadline 08/20/2025 All inquiries or clarification requests must be submitted in writing All design, equipment, installation, soft costs, and necessary reporting and compliance requirements. The awarded contractor must deliver installed, fully functional EV charging equipment that contributes directly to achieving the City's GHG reduction targets of 1,173 mt CO2e by 2030 and 5,867 mt CO2e by 2050 as detailed in the City's approved CPRG Workplan. The proposed locations for EV charging stations include: o Fort Smith Public Libraries o City Parks o Fort Smith Convention Center o Fort Smith Senior Center o Downtown Parking Lots Exact locations and site conditions will be coordinated with the selected contractor during the initial design phase. All sites are owned by the City and located on publicly accessible property. 3. SCOPE OF SERVICES The selected contractor shall deliver a comprehensive, turnkey EV charging deployment that includes: A. Site Evaluation and Final Design o Perform detailed site assessments (survey, utility capacity, ADA compliance, safety). o Develop construction-ready engineered design drawings. o Coordinate with local utilities for service upgrades and interconnections. o Prepare environmental compliance and site permitting documents. o Integrate resiliency features where feasible (solar canopies, storage, V2G readiness). B. Equipment Specifications o Public-use Level 2 and Level 3 DC Fast Charging stations. o Minimum DCFC output: 50 kW per port. o Combined Charging System (CCS) and CHAdeMO connector compatibility. o Full remote monitoring, fault detection, payment processing, and reporting capabilities. o Open protocol interoperability (OCPP compliant). o Durable, weather-resistant, tamper-resistant construction. C. Procurement and Installation o Manage procurement of all equipment and subcontracted work. o Oversee site preparation, civil work, electrical installations, and inspections. o Provide equipment commissioning, testing, and warranty activation. D. Reporting and Compliance o Deliver all necessary documentation required for CPRG compliance including: o Quarterly performance reporting. o Federal procurement documentation per 2 CFR 200. o Buy America and Davis-Bacon compliance. o Title VI Civil Rights compliance. o Verification of GHG reduction estimates in line with award targets. E. Operations, Ownership, and Maintenance o The selected contractor shall own and operate the installed EV charging stations for the term of operation. o The contractor will be fully responsible for all ongoing operations, routine and preventive maintenance, repairs, parts replacement, utility costs, insurance, and customer support. o The contractor shall ensure that all stations remain functional, accessible, and in good working order throughout their operational life. o All revenue derived from the charging stations shall be retained by the contractor, subject to applicable state or federal regulations. o The contractor shall provide annual performance reports to the City documenting uptime, utilization, maintenance activities, and GHG emission reduction progress. F. Training and Operations Support o Train City staff on equipment operation, monitoring platforms, and routine maintenance. o Provide operations support plan including vendor contact, technical support, and warranty service. 4. CITY SUPPORT PROVIDED The City will provide: o Site access, ownership documentation, and necessary municipal permissions. o Existing utility coordination contacts. o Public outreach coordination. o Project management oversight. o Facilitation of interagency coordination with Metroplan, DEQ, and EPA. Construction Start February 2026 Substantial Completion March 2026 Final Commissioning April 2026 All inquiries or clarification requests must be submitted in writing by August 20, 2025. This contract will be governed by federal procurement standards in 2 CFR 200. o All work performed is subject to U.S. EPA CPRG guidance, Buy America requirements, Davis-Bacon wage rules, Title VI Civil Rights requirements, and GHG reporting standards. o The City reserves the right to reject any or all submittals. o Prior experience with the City of Fort Smith or pre-existing property agreements (such as past site assessments at Convention Center, North 2nd Street, or other public properties) may be considered favorably. The method of Contractor Selection has not been Determined at this time.
