Demolition, site work, paving and new construction of a civil project in Lee, Illinois. Conceptual plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; and road / highway.
This project requires 21% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.07. Phase I engineering services are required for the preparation of two project reports (anticipated to be categorical exclusions) for the reconstruction/rehabilitation and widening of approximately 21.3 Mi. of I-39 from Lee/Ogle County line to 0.8 miles north of Blackhawk Rd in Winnebago County. The first project report is for the removal and replacement of the I-39 dual bridges over the Kishwaukee River (SN 101-0133/101-0134) and the preparation of interim repair plans, if needed, for the dual Kishwaukee River bridges to ensure that the structural integrity is maintained until the entire bridge design is completed. The I-39 dual bridges over the Kishwaukee River (SN 101-0133/101-0134) have been identified as part of an Innovative Project Delivery (IPD) Candidate Project. The second project report may include: add third lane widening to I-39 (to the median side), reconstruct shoulders, roadway resurfacing/rehabilitation, reconstruct median turn arounds, modify cross-overs, patching, concrete median barrier, anticipated widening or reconstruction of mainline bridge structures, analysis of existing overhead bridge structures for compatibility, removal, replacement and/or extension of approximately 70 or more culverts, roadside maintenance repairs, erosion repairs, replace/upgrade interchange lighting, hydraulic surveys and analyses, supplemental roadway survey, weigh-in-motion scale S. of IL 64 (SB), structure borings, guardrail improvements, re-ditching, Intelligent Transportation Systems (ITS) design, IDOT fiber relocation, replacing continuous traffic counters, signing, overhead sign structures, Value Engineering (VE), Digital Message Signs (DMS), identify and avoid utility conflicts, and lane balancing analysis.
