The Complexity Factor for this project is 0 The Consultant who is selected for this project and all Subconsultants that the Prime Consultant will be using are scheduled to attend an initial meeting on December 01, 2025, at 10:00 AM at the Bureau of Programming Office in Springfield Services of a technical Consultant to research, assess, and create community wide alternative transportation plans for several Illinois communities are required. These plans, targeted for students K-12 and in booklet and electronic format, will include maps and narrative tips to provide safe walking, rolling and bicycling directions for students traveling to and from school. These community transportation plans will work in concert with Safe Routes to School efforts to provide safe infrastructure and non-infrastructure environments for students. The federally funded Safe Routes to School program requires that between 10 and 30 percent of all program funds be used to support activities targeting education, encouragement, enforcement, evaluation, and equity. These community plans will satisfy those requirements while providing a foundation upon which the selected communities can implement subsequent activities and progress can be built within the community to provide safe walking, biking, and rolling opportunities for students. The services of a Consultant are necessary due to current staffing constraints. The inability to provide these plans directly affects our ability to use federal funds.
