Sanitary Sewer Repair at 2101 Broadway in the City of Gary, IN. Furnish all labor, materials, tools, equipment, superintendence, and all necessary incidentals for the repair of sanitary sewer pipe. Manhole No. 616B Sewer Invert Depth is +- 12.0 Manhole No. 351 Sewer Invert Depth is +- 11.9 Perform work in strict conformance with Specification Sections 02251-Shoring, Sheeting, and Bracing; 02316-Excavation; 02317-Backfilling; 02370-Slope Protection and Erosion Control; 02500-Laying and Jointing Buried Pipelines; 02507-Buried Polyvinyl Chloride (PVC) Pipe and Fittings; Pipe Bursting and 02631 - Resin Impregnated Flexible Tube Cured-in-Place Pipe (CIPP). The specifications are available in the Engineering (old Technical Service) Department. Contractor Time: If the Contractor is unable to take over the project site immediately or is unable to complete the project on the date stated below, the contract will be rescinded and awarded to the next lowest bidder. o The Contractor agrees that the repair shall commence immediately of issuance of Notice Proceed and be completed with 60 days of said notice to proceed. o Onsite work will start immediately on notification of award. All technical/specifications questions are to be directed to the Engineers at (219)944-1211 extension 1236 or e-mail: sai@garysan.gov. Only quotes received on time will be considered. The Scope of work shall include the following: ALTERNATIVE 1: Remove and Replace _ Remove and replace existing 18-inch diameter pipe with 18-inch diameter PVC F679 _ 110 linear feet starting at Manhole No. 351 going east towards Manhole No. 616B. _ Pipe shall extend 4-inches into the inner surface of existing Manhole No. 616B. Pipe penetrations shall be sealed and watertight. _ Minimum pipe slope 0.12% and shall be uniform from manhole to manhole. _ Contractor shall acquire all necessary INDOT permits as required. _ Contractor shall connect new pipe to existing PVC pipe with a watertight connection. Connect new pipe to existing PVC pipe with neoprene rubber coupling with stainless steel straps or coupling provided by the manufacturer and approved by the owner. When adjoining new pipe to existing, the maximum space between the abutting pipes shall be 1/8 inches or less. Any further space between pipes shall not be acceptable. o Submit pictures or request an inspection before and after installation of rubber coupling and manhole connections to the Gary Sanitary District for verification. ALTERNATIVE 2: CIPP Lining _ CIPP line existing 18-inch diameter pipe x 110 linear feet starting from Manhole No. 351 to Manhole No. 616B. _ The minimum thickness of the cured liner must be 0.35 inches. _ Clean and televise the sewer line prior to and after installation of the CIPP. _ Remove all roots, protruding taps, and/or encrustation (if any) inside of the sewer line before lining installation. _ The CIPP liner shall conform to the latest edition and revision of ASTM F1216, ASTM F1743, ASTM D790, and ASTM D638. _ A sample of the CIPP liner must be provided to the Engineer for review. _ Leakage testing of all finished CIPP-lined sewer mains shall be conducted prior to the reinstatement of service pipes and laterals in the presence of the Engineer and in accordance with an air or water test. The Contractor shall furnish all equipment and personnel necessary to conduct all of the leakage tests. Test shall not be paid for separately, but shall be included in the cost of pay items. All gravity sewer pipes shall be tested for leakage in accordance with 327 IAC 3-6-19(d). _ Contractor shall submit a copy of all boiler logs to Engineer upon completion of project. _ The CIPP liner shall extend 4-inches into existing manholes Reinstate and grout all active house laterals including drainage pipes that are affected. The cost to be included in the price of the lump sum work. The openings of the reinstated laterals shall be smooth and free of jagged edges and shavings. _ Contractor shall ensure a watertight connect between host pipe and new pipe by using rubber gasket at pipe ends. ALTERNATIVE 3: Pipe Bursting _ Pipe burst existing 18-inch VCP pipe with new 18-inch high density polyethylene (HDPE) pipe. New HDPE pipe shall be manufactured from a high density, high molecular weight polyethylene resin which conforms to ASTM D1248 and meets the requirements for Type III, Class A, Grade P34, Category 5, and has a Plastic Pipe Institute (PPI) rating of PE 3408 when compounded. The pipe produced shall have a minimum cell classification of 345434D or 345434E under ASTM D3350. _ The HDPE installed under this contract shall be a minimum DIPS SDR 17 and shall be capable of supporting the full-bearing load. Contractor shall submit thickness calculations. Sections of HDPE shall be butt-fused in accordance with the HDPE manufacturer's specifications. _ Static pipe bursting shall be used to replace the existing 18-inch VCP. Pneumatic pipe bursting may be permitted with prior approval from the Engineer if site conditions require an alternative method. Equipment must be capable of fracturing the existing pipe and simultaneously installing the specified SDR 17 HDPE replacement pipe without disturbing grade or alignment. _ Launch and reception pits shall be properly shored and sized to accommodate equipment and fused HDPE pipe. _ Contractor shall monitor ground surface along bursting path for signs of uplift or heave during operation. Any heaving or displacement must be immediately reported to the Engineer. _ Pipe shall extend 4-inch into manhole and must have a watertight connection with manhole. GENERAL _ Reconnect/repair active encountered "Wye" connection for existing service lines/laterals including drainage pipes that are affected. Limit of service lateral repairs is the easement or right-of-way. The cost to be included in the price of the lump sum work. _ "Wye" connection for new pipe must be a molded integral part of the pipe section. Only reinstate active laterals. _ Use of Saddles are not permissible. _ Prepare of granular bedding (6-inch minimum) for new sewer pipe installation. Backfill and compact excavated area in accordance with ASTM-D-698 and as specified in the relevant specification sections. Compaction shall be 98 percentage of maximum dry density as determined by the Standard Proctor Test (ASTM-698). _ Excavate, remove, and dispose offsite damage sewer and appurtenances. _ Contractors shall field verify size, depth and location of sewer, manholes, and appurtenances. _ Mandrel test required upon completion of work with GSD staff present. _ Clean the sewer from Manhole No. 351 to Manhole No. 616B and remove all deposits upon completion of work. _ Televise (CCTV) and video the sewer from Manhole No. 351 to Manhole No. 616B upon completion of work. _ All CCTV videos shall have audio and be done to NASCCO standards. _ Submit on a flash drive or other forms of digital format, and inspection log to the Engineering Department. If the digital video format quality is deemed substandard, the video will be rejected by the Engineering staff. If video shows leaks or poor workmanship, work shall be remedied and re-CCTV to show the final condition of the sewer upon completion and acceptance. _ Support/protect utility poles, building structures, driveways, and underground utilities as necessary. _ Contractor shall be responsible to locate all utilities in the project area. _ Contractor shall ensure proper flow of sewage. Provide bypass pumping of sewage as required. _ All work must be done by experienced, trained, and properly certified technicians that are knowledgeable of the methods of installation and repair of sewer pipe and appurtenances. _ Contractor must assume responsibility for pumping down the sewers immediately upon notice that the job was awarded to them. _ Secure necessary permits and notifications for construction, including but not limited to the Gary Board of Public Works, and Safety for Street Closing Permit and INDOT General Construct Permit. _ Perform video of the work area to show the condition of all existing surface structures and landscape prior to site mobilization. Provide a copy to the Owner (GSD). _ Perform dewatering activities as required. _ Restore disturbed driveway, sidewalk, and landscaped/unpaved areas to equal or better than existing condition. _ The contractor shall excavate the sinkhole and remove all loose material, extending at least 6 inches beyond the edges of the sinkhole. The void shall be backfilled and the surface restored to match existing conditions. _ Install a 6-foot x 6-foot x 8-inch thick concrete apron around the existing manhole casting of Manhole No. 616B & Manhole No. 351. PAVEMENT RESTORATION: _ Inside INDOT's right-of-way. Prepare base aggregate of No. 53 stone from pipe bedding to 48 inches below the road surface. Place 3 feet of flow-able fill on top of the base aggregate layer. An 8-inch layer of Base Course HMA shall be installed on top of the flow-able fill. A 2.5-inch layer of Intermediate Course HMA shall be installed on top of the Base course. A 1.5 inch layer of Surface Course HMA shall be installed on top of the Intermediate Course. Tack Coat shall be placed between all layers of HMA. _ Road pavement within INDOT right-of-way shall be reconstructed in accordance with the INDOT standards. _ Outside INDOT right-of-way. Place 8-inches of compacted No. 53 crushed stone as base. Place 2-inches of HMA Binder Course and 1.5 inches of HMA Surface Course. Tack Coat shall be placed between HMA Layers. Contractor must match existing surrounding grade. _ All pavement to be removed shall be neatly saw cut in straight lines to the full depth of the pavement section. Pavement cuts must form clean joints to ensure proper bonding during restoration _ The Contractor shall guarantee the roadway within the project area will not be affected by the sewer replacement for a 1-year period. In the occasion that the road begins to sag or develop a depression, the Contractor shall be responsible for the asphalt repair at no additional cost to the Owner. Repairs shall be done in accordance to the City of Gary and INDOT Standards. _ Erosion Control: The Contractor must take appropriate action to reduce potential environmental damage and work delays related to erosion control. Before start of on-site construction activities, submit to the Engineer for review and approval a plan for sediment and erosion control measures and management, including planned maintenance during execution of the work. _ Maintenance of Traffic: o The Contractor shall take appropriate action to maintain the safe flow of traffic around the project work site. Before the start of onsite activities, submit to the Engineer for review and approval a plan for maintaining the flow of traffic through the work zone. o The contractor shall obtain all necessary INDOT traffic permits as necessary. o The Contractor shall work with Gary Public Transportation to ensure that no bus route will be affected by the work. _ Safety and Protection: Contractor shall be solely responsible for initiating, maintaining, and supervising all safety precautions and programs in connection with the work. The Contractor shall take all necessary precautions for the safety of, and shall provide the necessary protection to prevent damage, injury, or loss to all persons on the site or who may be affected by the work. _ The minimum equipment required shall be as follows: _ Steel excavation shield/sheeting and shoring _ Dewater pumps and hoses _ Crawler backhoe and support units _ Laser Beam for alignment and elevation control All technical/specifications questions are to be directed to the Engineers at (219)944-1211 extension 1236 or e-mail: sai@garysan.gov.
