This Request for Proposal ("RFP") is an invitation by the City of Markham ("Markham"), in partnership with the City of Richmond Hill ("Richmond Hill"), to submit proposals for the provision of consulting services to complete a Home Energy Retrofit Feasibility Study that will comprise of a Financing Options Review and Engagement Strategy. In 2024, the Cities of Markham and Richmond Hill received funding from the Federation of Canadian Municipalities' ("FCM") Green Municipal Fund's ("GMF") Community Efficiency Financing ("CEF") program to support the study's costs. The CEF program aims to help municipalities deliver energy financing opportunities for low-rise residential properties (i.e. single-family detached, semi-detached, and townhomes). Please note that housing archetypes such as mid and high-rise multi-unit residential buildings ("MURBs") and apartments are not included in this study. A key requirement for this study is to ensure that all project criteria for the CEF program are met (Table 2, pages 11-12 of the CEF Application Guide, refer to Section 18.1.). The Home Energy Retrofit Feasibility Study ("Feasibility Study") will comprise of two components to complete the project: 1. Financing Options Review that will assess and recommend options for a municipal financing program that will support deeper home energy upgrades and retrofits. 2. Engagement Strategy that will identify effective recommendations to increase community outreach and education on energy efficiency related measures, especially for those who are not interested in energy upgrades. This project builds on the foundation of previous community energy programs and initiatives undertaken by the Cities of Markham and Richmond Hill (refer to Section 2.3). These past efforts have generated valuable insights and data related to residential energy use, barriers to retrofits, and opportunities for improvement. The intent of the Feasibility Study is not to duplicate those efforts, but to build upon them, leveraging existing findings, lessons learned, and community engagement outcomes to develop more targeted, informed, and implementable recommendations. The Feasibility Study follows the requirements of FCM's GMF's CEF funding program with the following objectives: o Engage municipal and external stakeholders on shared goals for the development of a local Home Energy Retrofit Financing program. o Develop the program rationale, goal setting and project background, including a landscape assessment. o Develop a baseline assessment of a community's housing stock and energy upgrade potential. o Evaluate available financing models within the municipalities' context. o Recommend how to proceed with a detailed program design for a local efficiency program, as well as identify a recommended financing model(s) for each respective municipality. o Recommend an Engagement Strategy to support the local Home Energy Retrofit Program. While the Feasibility Study is being done collaboratively, the outcomes may provide joint or city-specific recommendations. The two municipalities are not obligated to proceed with a shared Program Design beyond this study and may pursue implementation separately based on the final recommendations.
