CONTRACTOR LICENSE Any Contractor submitting a bid must be a pre-qualified Georgia Department of Transportation Contractor. License numbers must be written on the face of the bid envelope. No bid will be opened unless the license number is clearly shown. See Instructions to Bidders for additional bidding requirements. SCOPE OF WORK The work to be done shall consist of furnishing all labor, materials and equipment necessary to construct the proposed FY 2025 LRA LMIG for Roadway Resurfacing as shown on the construction drawings. In general, construction consists of resurfacing, patching, striping of 3.18 miles of roadway on several County roads and all associated measures for the complete project. Time allotted for completion of work is 90 consecutive calendar days to substantial completion. Work shall be complete and ready for contract closeout with 104 consecutive calendar days. All work shall be completed in accordance with the plans and specifications. The work will be awarded in one (1) Contract PREQUALIFICATION OF BIDDERS Prequalification may be required of Bidders prior to the award of contract. At the Owner's request, detailed written evidence such as financial data, bonding capacity, previous experience, present commitments, and other such data may be necessary to assist Owner in determining Contractor's qualifications shall be provided per the Instructions to Bidders contained in the contract documents. BONDS All bid forms must be accompanied by a Bid Bond or a certified cashier's check in an amount not less than ten percent (10%) of the amount bid. All bonds shall be by a surety company licensed in Georgia with "A" minimum rating performance and financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". The successful bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. All bonds must appear on the Treasury Department's most current Circular 570 Listing. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. RESERVATION OF RIGHTS Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. Owner reserves the right to waive informalities and to re-advertise. Question Deadline 08/29/2025 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
