Renovation of a power facility in Seward, Alaska. Completed plans call for the renovation of a power facility.
The City of Seward is soliciting proposals from qualified engineering and design-build firms for the refurbishment of the Spring Creek Substation. The project includes the reuse and relocation of existing transformers, installation of new circuit switchers, reconfiguration of the distribution rack, replacement of the control building, and full civil and electrical site upgrades to support the City's transition from 69 kV to 115 kV transmission. Proposers must be experienced in substation work at 69 kV or higher and capable of coordinating with concurrent upgrades at the Lawing Substation. The selection of the qualified proposer will be at the sole discretion of the City of Seward, and the City reserves the right to reject any and all bids or not to award a contract if deemed in the best interest of the City. This solicitation does not commit the City of Seward to pay any cost incurred in the preparation of the bid or to award any contract. Pre-Proposal Q&A Meeting: Tuesday, August 26th, 2025 at 10 AM ( Questions regarding this RFP should be directed to Taylor Crocker, Seward Electric Operations Manager, at tcrocker@cityofseward.net. Questions must be received at least five (5) days prior to date fixed for the opening of proposals to be given consideration. Prospective respondents are requested to limit their contact with the City regarding the RFP to the person(s) named herein).
