The City of Tucson (City) is seeking a construction manager at risk (CMAR) to provide construction services for the Northwest Well Treatment Facility. The facility will treat raw water from three wells contaminated with per- and polyfluoroalkyl substances (PFAS) and 1,4-dioxane to provide up to 2.3 million gallons per day (MGD) of potable water to the Northwest portion of Tucson Water's service area. Question Deadline 09/04/2025 at 4:00 PM MT Questions shall be directed to: Vanessa Guzman (520) 837-4375 vanessa.guzman@tucsonaz.gov Pre-construction Phase Services Team building/partnering with City and Engineer Management plans Field services prior to the construction phase, such as potholing/subsurface utility investigations, survey layout, geotechnical investigations, etc. Provide value analysis and cost-saving recommendations that accommodate the design intent. Constructability reviews of the plans and specifications. Provide detailed cost modeling and knowledge of market conditions for each design milestone (30%, 60%, 90%, and agency review submittals). Provide complete GMP proposal with assumptions based on agency review design submittal, followed by a reconciliation GMP after the final design submittal. Develop a comprehensive critical path method, resource-loaded construction schedule, including potential phased construction of major work elements. Bid package strategy, including subcontracting solicitation/evaluation plan, City of Tucson Disadvantaged Business Enterprise (DBE) compliance, and WIFA DBE compliance. Provide long-lead procurement studies and initiate procurement (via City-approved early GMP[s]) of long-lead items, as necessary. Monitor and track adherence to schedules by manufacturers/suppliers for production and delivery progress of long-lead items. Develop procedures for maintenance of plant operations (MOPO) during construction and tie-ins. Assist in developing commissioning/startup plans. Construction Phase Services The Contractor selected will be asked to develop a guaranteed maximum price (GMP) for the construction phase of the NW Well Treatment Facility. If the GMPs are successfully negotiated with the City, the Contractor will be authorized to proceed with the construction phase utilizing the construction schedule and phasing plans developed during the pre-construction services pursuant to the terms and conditions set forth in the CMAR Standard Terms & Conditions. If a GMP cannot be negotiated, the services of the Contractor will be terminated. The project will then be advertised for public bidding Construction Phase Services by the CMAR should include, at a minimum, the following: Safety program establishment and performance Team management/coordination Critical path method scheduling Preparation, review, and submittal of timely submittals to the Engineer Cost controls/change order management Construction and control of all work, both self-performed (as approved by City) and subcontracted Quality control Project close out/warranty period services CMAR will be required to provide payment and performance bond equal to 100% of the value of the negotiated value(s) of construction. The City reserves the right to make such additional investigations as it deems necessary to establish the competency and financial stability of any firm submitting a response to this Request for Qualifications. The City of Tucson reserves the right to require complete copies of all insurance policies required by this Contract at any time.
