This section covers the materials, equipment, and procedures for sealing cracks in the Bellamy Reservoir concrete dam structure using epoxy and/or polyurethane injection methods. The objective is to restore structural integrity and prevent water seepage through cracks identified by the City of Portsmouth. The City of Portsmouth, New Hampshire, acting through its Department of Public Works, issues this Request for Proposals (RFP) from qualified and experienced contractors to provide professional concrete repair services for the Bellamy Reservoir Dam (#D148013) located in Madbury, New Hampshire. To improve the condition of the drinking water supply dam and extend its longevity, areas of aggregate loss, abrasion wear and seepage through minor cracks of concrete must be restored. The scope of work includes patch repairs, and crack sealing of identified seepage and deterioration areas on the dam structure. The Bellamy Reservoir Dam is a critical component of the Portsmouth Water System and must remain in safe operational condition. Recent inspections by the New Hampshire Department of Environmental Services (NHDES) have identified several areas of concern involving concrete deterioration, cracking, and minor active seepage. Timely repairs are necessary to maintain dam safety and prevent further degradation. Question Deadline 08/21/2025 at 4:00 PM ET Question Response Deadline: August 25, 2025, 4:00pm Scope- The Bellamy Reservoir Dam is a critical component of the Portsmouth Water System and must remain in safe operational condition.Recent inspections by the New Hampshire Department of Environmental Services(NHDES) have identified several areas of concern involving concrete deterioration, cracking, and minor active seepage.Timely repairs are necessary to maintain dam safety and prevent further degradation. Surface preparation, including cleaning and removal of deteriorated concrete and efflorescence. Removal of efflorescence through the combination of pressure washing and dry brushing. Crack sealing using appropriate methods such as epoxy injection and/or urethane sealant. Concrete patch repair of spalled areas using materials compatible with the original construction and environmental exposure. Place back to grade and allow proper curing Disposal of chips and waste. Site safety, erosion control, and protection of adjacent water and natural resources. Compliance with all applicable federal, state, and local regulations. All work must be completed this year at no/low flow conditions. Typically, no/low flow conditions occur between September 10 and October 31. The City reserves the right to undertake any investigation it deems necessary to evaluate the qualifications of any firm and any to very any representations made by the firm. A firm may be requested to execute a release for information. Failure to provide a release upon request will result in disqualification. The City reserves the right to contract with the selected firm for additional project related work. The City reserves the right to use, without payment, any concepts, ideas, information or other product submitted as part of this solicitation. The City of Portsmouth reserves the right to reject any or all proposals, to waive technical or legal deficiencies, and to accept any proposal that it may deem to be in the best interest of the City and to negotiate the terms and conditions of any proposal leading to the execution of a contract.
