This is a Request for Proposal (RFP) for Design Services for the Pure Water Silicon Valley - Demonstration Facility Project (formally called the San Jose Water Demonstration Facility Project). The selected Consultant will be tasked with providing professional design services for the Pure Water Silicon Valley Demonstration Facility Project. The Project consists of a new Pilot Facility for direct potable reuse (DPR) for data gathering and validation testing and a new Learning Center for public outreach and education on water reuse and water supply. The Consultant shall prepare one (1) set of design documents for the Pilot Facility and one (1) set of design documents for the Learning Center, allowing for two (2) separate construction bids, as reflected in the Project schedule. The Proposer will provide the services set forth under Section 5. Preliminary Scope of Services. Proposers must meet the following minimum requirements for a proposal to be considered responsive: oThe Proposer shall designate a Project Manager that will be responsible for ensuring the delivery of the Scope of Work. The Project Manager shall have at least ten (10) years of project management experience related to design and permitting of reuse facilities similar to that required by the Project .oThe Proposer or Proposer's employees shall have successfully completed at least three(3)relevant projects and possess at least ten (10) years of professional engineering experience in design and permitting of reuse facilities and pipeline projects similar to those required by the Project. oThe Proposer, Proposer's employees, or subconsultants shall have successfully completed at least three (3) relevant projects and possess at least (10) years of professional architectural experience in design and permitting of public-facing buildings in a water or waste water facility similar to those required by the Project, including experience in meeting LEED certification requirements .oThe Proposer or Proposer's employees and shall have at l east ten (10) years of experience in engineering disciplines, including structural, geotechnical, hydraulics, civil ,electrical, control, environmental, automation, and mechanical. The Proposer, Proposer's employees, or subconsultants shall have the following certifications, licenses, or affiliations: o Professional Engineering license in the State of California o Professional Architectural license in the State of California o The Proposer or Proposer's employees shall have a strong understanding of regulations, requirements, and codes relating to indirect and direct potable reuse and shall be familiar with local conditions relating to the Project.
