Flood Acquisition Demolition Project Any bid submitted will be binding for 60 days after the date of the bid opening. Bids must be accompanied by bid security in the amount of ten percent (10%) of the total amount of the Bid. Bid security shall be released to unsuccessful Bidders within 120 days after the date of bid opening. Question Deadline 08/19/2025 at 5:00 PM ET All questions regarding this ITB shall be submitted via the Questions regarding this Invitation to Bid shall be submitted via online The Lycoming County Board of Commissioners reserve the right to accept or reject any or all bids, or to accept any part of a bid without accepting the whole thereof, or to accept such bid as they deem to be in the best interest of the County. Lycoming County has been approved to acquire two (2) residential properties for flood mitigation. These properties will be acquired and demolished due to being flood prone in order to create a more resilient community. Due to the complexity of this funding thee work performed at each parcel must be invoiced separately. It should be noted that these properties have not yet been purchased. Your bids will be based on a per property estimate and if one or more of the homeowners decides to not participate in the project - their property will be dropped from the scope of this contract. This project shall include, but is not limited to, the demolition, removal, and legal disposal of all structures and their contents fences, concrete slabs, paved or gravel drivees, and flood debris. Also included shall be asbestos abatement, traffic control, fine-grading, grassing, mulching, and ultimately, vegetative stabilization. The County is responsible for the DEP Chapter 106 permit application associated with the work to be done for each property listed in the RFP. The County will also take responsibility for coordinating with electricity suppliers for the removal of meter hardware. All other permits and fees associated with the Project shall be the responsibility of the Contractor, as will coordination with any other relevant utility supplies. The primary purpose of this work is to demolish and haul away debris including all structures and appurtenances thereto, hereinafter collectively referred to as "the structures" from two properties scoped to be acquired by the County of Lycoming. The properties are located within Muncy Borough and Hepburn Township. Contractors should understand and agree that the demolition and debris removal will be completed in the most expeditious manner possible to meet all requirements of this Contract in the shortest time possible. More specifically: - Upon purchase of a property, the County intends to provide the contractor a 45 day notice to proceed, at which point it is expected to begin work on the specified property. The work must be completed within 10 days of the start of demolition - In instances where the County issues more than one Notice to Proceed at once, the contractor must begin work on one of the properties within 45 days, and has up to 10 days per property to complete the specified work - If, for any reason, the contractor does not believe that they can meet this timeline they must notify the County immediately with a change order and written explanation of the delay. The County will provide the contractor with Certified Asbestos Inspections of all properties. The Contractor shall be responsible for all abatement and removal of the contaminated materials prior to demolition. An opportunity to view the interior of each structure will occur at the pre-bid meeting/ project tour. It is required that the contractors list the expected asbestos removal costs in a separate line item on their price proposal. The Contractor shall maintain all work sites to appropriate use standards, safety standards, and regulatory requirements. All materials shall be removed, hauled, and disposed of in accordance to all applicable federal, state, and local requirements.
