Site work and paving for a mixed-use development in Dimondale, Michigan. Conceptual plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

The Department of Technology, Management and Budget (DTMB) is requesting professional architectural and engineering services to design a new water main loop and connection to the State of Michigan (SOM) Secondary Complex water system. The services shall include: Phase 300: Schematic Design Phase 400: Preliminary Design Phase 500: Final Design DTMB seeks to improve reliability and redundancy of the SOM Secondary Complex water system. While current flows and pressures are sufficient under typical conditions, fire flows and system pressures drop below acceptable values during peak demand or outages. A Phase 100 study was completed, recommending a new water main loop along Canal Road (from Billwood Highway to Davis Highway) and a second connection to the SOM system (see attached map). SOM is a Delta Township customer, and Delta receives water from Lansing Board of Water & Light (BWL). Current SOM program budget is $5 million. SCOPE OF DESIGN SERVICES 1. Hydraulic Review Review Phase 100 hydraulic analysis and alignment. Recommend modifications prior to design work. 2. Surveying & Geotechnical Topographic survey to include the following as required for a plan/profile water main design: i. Establishing location of existing pavement, curbs, sidewalks, utilities (above and below ground utilities), ROW, trees, structures, etc. Soil borings and pavement coring: i. Full-depth pavement cores at each road crossing and every 500 feet of main. ii. Cores/borings to 10 ft depth; include groundwater and sub-base conditions' iii. Soil borings to 10 ft depth at all proposed hydrant locations Base mapping and plan/profile creation (horizontal: 1"=40', vertical: 1"=4'). 3. Water Main Design Sections The main water design should be split into the following sections and delineated as such on the plans as bid alternates: Section 1 - water main beginning at the existing BWL water main on Billwood Hwy east of Canal Road to new SOM connection near Canal & Ricks Rd. Section 2 - Public water main from new SOM connection near Canal & Ricks Rd to Delta Township main near Canal Rd & Davis Hwy pump station. Section 3 - Private (DTMB Owned) water main connecting the new public, Delta Township owned system to the existing private, DTMB owned system. This section includes construction of a meter station owned by Delta Township and construction of a pump station and a small parking area/driveway. Section 4 - 12" replacement of existing SOM 8" water main along Billwood Hwy. Replacement section is from connection at N. Canal on the east to connection with 12" main along Crowner Dr. on the west (just north of the Billwood/Crowner intersection). (Approximately 3,700 linear feet +/-) 4. Plan & Profile Requirements Plan View: shall include items such as existing features, proposed mains, valves, hydrants, connections to existing water mains, demarcation points from owner of utility, and larger-scale details as applicable. Profile View: shall include Stationing, existing/proposed elevations, utilities, roads, sewers, and water mains. Title and Detail Sheets: plans shall include title sheet including location map and sheet index, legend, typical water main details, general notes sheet including public utilities and contact with project area, proposed street pavement cross-sections, soil erosion control plan, traffic control and striping plan (if applicable) Install water meters at ownership transitions (BWL, Delta Township, SOM). 5. Standards & Specifications Conform to: o Ten States Standards o EGLE Suggested Practices and permit requirements o EGLE water main construction permit requirements. o BWL Water Main Specifications o Delta Township standards Other Requirements: o Ensure 5 ft cover and: o Minimum 18-inch vertical separation from sewers o 10 ft horizontal separation (where feasible) o Design shall include proper backflow prevention between public water supplies and private water supplies. o Other standard water main design requirements as applicable. 6. Permits & Easements - Development of documents and exhibits required to apply for right-of-way permits and utility easements for: Right-of-way permits o MDOT o Delta Township, etc. o Eaton County Utility permits and easements o EGLE Act 399 o Consumers Energy o Grand Trunk Western Railroad o 5M Company, etc. Contract Award: October 2025 Design: November 2025 - April 2026 Bid and Award: May 2026 - June 2026 Construction: Start August 2026 ALL questions should be emailed to Josiah Meyers at meyersj11@michigan.gov address no later than 2:00 p.m., Eastern on Thursday, September 11, 2025.
