Summary of Services A. Introduction: 1. It is the intent of this Scope of Services to obtain proposals from pre-qualified construction management firms (CONTRACTOR) to provide construction manager at risk (CMAR) services for the construction of a new approximately 10,000 square foot building to be used by the COUNTY to serve as a community center. The building will be constructed on land presently owned by the Osceola County Board of County Commissioners (COUNTY). 2. The CMAR will provide all the required services to construct and deliver a complete and ready-to-use facility in accordance with the scope of services provided herein. General Scope of Work: 1. Prior to the preparation of pricing and bidding packages, the CONTRACTOR will review the design and construction documents, to be provided by the COUNTY, for a clear understanding of what is to be constructed. The CONTRACTOR shall prepare and issue requests for information (RFI) requesting clarification on items not clearly defined in the design, requests to consider alternative designs and materials and/or make cost reduction proposals for the architects consideration. 2. The CONTRACTOR shall prepare a detailed milestone schedule of events and tasks along with their durations. The critical path method (CPM) shall be used to identify critical tasks, predecessors, long lead procurement requirements and any coordination issues requiring visibility by the CONTRACTOR, the COUNTY or any agent or agency requiring the information to promptly and effectively execute the construction program. 3. The CONTRACTOR shall establish bid procedures for a guaranteed maximum price (GMP) for this project. They shall include, but not be limited to: a. Develop scopes of work for bidding. b. Control the distribution of plans and specifications to subcontractors and vendors for bidding. c. Solicit, advertise, receive, review and award bid packages to qualified subcontractors. d. Manage and coordinate the bidding process. e. Provide the COUNTY with the final GMP report which shall include the estimate summary, bid tabulation sheets for all packages highlighting the low and recommended bidders. Where the apparent low bidder is not recommended for award, the CONTRACTOR will provide a clear explanation as to why the low bidder was not recommended. f. The COUNTY reserves the rights to final approval of all recommended subcontractors and vendors as well as the right to require the GMP to be prepared earlier or later in the process as schedule
