The project involves structural rehabilitation of an existing culvert beneath Crosswater Boulevard. Key components of the work include: oInstallation of Post-Tensioning Anchors: Strengthening the existing culvert using post-tensioned bar anchors to restore structural integrity and reduce joint movement. oCrack Monitoring and Documentation: Implementing a crack monitoring program to record structural movement throughout construction and during the one-year warranty period. oConcrete Repairs and Surface Sealing: Repairing visible cracks and spalls, and applying protective coatings to extend the culvert's service life. oTraffic Control: Providing Maintenance of Traffic (MOT) to safely manage vehicle flow during construction operations. oTraining and Handoff: Preparing documentation and training City maintenance personnel to continue crack monitoring after the warranty period ends. Subject to the requirements of Part 6 of Chapter 126, Jacksonville Ordinance Code, credit towards the JSEB goal allowed for a joint venture involving a JSEB will be equal to the same percentage as the percentage of ownership and control of the JSEB participants in the joint venture. The eligibility of a JSEB joint venture will be determined on a project-by project basis. A joint venture must be certified as a JSEB joint venture at the time of bid opening in order for the participation of the JSEB partner to be counted towards the JSEB goal requirement. The JSEB partner’s share in the ownership, control, management responsibilities, risks and profits of the joint venture must be at least twenty-five percent (25%) and the JSEB partner must be responsible for a clearly defined portion of the work to be performed.
