The Selected Offeror will provide the labor, materials, and equipment for component replacement, new installations, maintenance and operation for a statewide Roadway Weather Information System (RWIS) that will provide consistent and accurate data to PennDOT, the Pennsylvania Turnpike (PTC), and the Federal Highway Administration (FHWA) via a web interface provided and managed by the Selected Offeror. The RWIS provides location, surface condition, and traffic data to support material choice and application rate decisions during weather events. RWIS stations provide transportation managers and maintenance crews with a key source of weather information for guiding operations before and during adverse weather events. The Department of General Services (DGS) Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) program and PennDOT's Diverse Business (DB) program apply to this procurement. There is an SDB Goal of 17% and a VBE Goal of 3% established for this procurement.
