The City of Helena is requesting a proposal from qualified and experienced contractors to establish and provide subscription-based curbside recycling collection services for its residential households within the Helena city limits. The RFP is limited to 10 pages, one sided, no smaller than 10 pt. font, with one hard copy and one electronic copy (pdf) submitted to the City of Helena (City) for review. Page limits do not include a cover page and resumes. This RFP seeks to identify a partner capable of delivering efficient, reliable, and environmentally responsible recycling services that align with the City's sustainability goals while operating on a turnkey subscription-based model in which City residents voluntarily sign up with and pay the chosen contractor directly for recycling collection. Term of Contract and Cost of Service: The term of this contract shall be for three (3) years with an opportunity for two (2), 1-year extensions if requested by the City. The proposal must include the cost per individual subscriber for curbside services for the first year. If proposer has identified the option to use two types of collection services (singlestream and/or source-separated), they should provide a separate cost for each. The maximum allowable cost increase per subscriber in each subsequent year is 3.5% per year. The City reserves the right to reject any or all RFPs and re-advertise, to waive any irregularities in the RFPs, and to accept the RFP that best benefits the City. The City reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses deemed unqualified, unsatisfactory, or inappropriate. All RFPs become the property of the City. The City is not responsible for costs associated with preparing RFPs.
