A timeline for the award has not yet been established.** The proposed project includes the installation of approximately 3,340 LF of 16-inch and 80 LF of 12-inch RJ D.I.P. water main along US Highway 311 (Academy Street). The Project has an expected duration of 240 days. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 9:00 am and 4:00 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Verifiable Goals EPA MBE/WBE participation goals: MBE 10.9% WBE 10.4% These are goals that the State reports against and are not quotas. The good faith efforts must be adhered to and all forms provided regardless of what percentage utilization is achieved Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Bill Lester, Project Manager LKC Engineering, PLLC 140 Aqua Shed Court, Aberdeen, NC 28315 Phone Number: 910-420-1437 Email: bill@LKCengineering.com Question Deadline 09/11/2025 In general, the Contractor must include the plan for the connections to the existing Town of Madison Water System (2 locations), bore and jack installations under US 311, and open cut of all Town streets as well as the planned open cut and overlay of US 311 as shown on the detailed drawings. Work within all NCDOT right-of-way and streets shall be scheduled such that there is no significant interruption of traffic. Work shall be implemented in accordance with the plans, details, NCDOT standards, and in accordance with the NCDOT Encroachment Agreement as approved and included in the Special Provisions. Project Description The proposed project includes the installation of approximately 3,340 linear feet of 16-inch and 80 linear feet of 12-inch restrained joint D.I.P. water transmission main and associated appurtenances along US Highway 311 (Academy Street). The project is funded by Rockingham County. Upon final completion and acceptance of the project meeting full conditions of the contract documents, the Town of Madison will own and operate the water main within their distribution system to support their efforts to provide increased water supply to the County. The project is located within the Town of Madison incorporated limits. The proposed 16-inch transmission main will extend parallel to US Highway 311 beginning with connection to an existing 16" main at the intersection with Lonesome Road and continuing east along US 311 to the intersection with S. Franklin Street where a connection will be made to an existing 12" main that serves the NC 704 Elevated Tank pressure zone in the Madsion system. All work will be completed within NCDOT right-of-way and easements obtained by the County for construction of the planned improvements. The construction shall be performed in accordance with the contract drawings and specifications and shall produce a complete and working system upon completion.
