Site work for a water / sewer project in Calumet City, Illinois. Completed plans call for site work for a water / sewer project.
Contracts for work under this bid will obligate the contractor and sub-contractors not to discriminate in employment practices and shall be in compliance with applicable State of Illinois Statutes pertaining to the selection of labor and the prevailing rate of wages. The Project includes the following Work: This project is the second phase of a multi-phase plan to replace existing lead service lines in the City of Calumet City. Approximately 300 lead service lines will be replaced with new copper service lines. Construction will consist of full-service line replacements from the water main to the water meter inside the residence and partial line replacements from either the water main to the buffalo box or the buffalo box to the water meter inside the residence. The Project has an expected final completion date on or before July 9, 2027. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. The engineer has been authorized to refuse to issue plans, specifications and proposals to any person, firm, or corporation that he or she considers to be unqualified. Pre-bid Conference- will NOT be held. Bid clarifications and questions should be submitted in writing via email to the City Engineering staff Roberto Pena via email: rpena@f-w.com no later than 5:00 PM THURSDAY, October 2, 2025. Bid Security All proposals or bids offered must be accompanied by a bid bond, cash, or Certified check. A certified check or bank draft payable to the order of the Treasurer, Calumet City, Illinois, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Base Bid for the Divisions bid shall be submitted with each Bid. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The Instruction to Bidders provides information on applicable federal requirements: o All labors and mechanics employed by the contractor or subcontractor on construction work for this project shall be paid wages at rates not less than those prevailing on similar construction in the locality as determined by the secretary of labor in accordance with the Davis- bacon act as amended (40 U.S.C. 276a through 276a-5), and shall receive overtime compensation in accordance with and subject to the provisions of the contract work hours and safety standards Act (40 U.S.C. 327-333), and the contractor and subcontractor(s) shall comply with all regulations issued pursuant to these acts and other applicable federal laws and regulations pertaining to labor standards. o All contracts and subrecipients for construction or repairs shall include a provision for compliance with the Copeland "Anti-kickback act" (18 U.S.C. section 874) as supplemented in Department of labor regulations (29 CFR, part3). o Each bidder is required to comply with equal employment opportunity requirements for community Development block grants, a copy of which is on file with the villager clerk and is available for inspection. o Compliance with Section 3 which calls for affirmative action by the contractor to train and / or hire lower income residents of the project area and to subcontract with local, small businesses are required on the project. o An explanation of the applicable federal requirement previously mentioned is provided in the special provisions section of the bid specifications. The successful bidder for the construction of the improvement will be required to file a performance bond equal to one hundred (100%) of the bid, with sureties to be approved by the Mayor/President and the City Council/Board of Trustees/ Board members, which performance bonds shall be conditioned upon proper and faithful performance by the Contractor of the work specified in accordance with the plans and specifications therefore, according to the time and terms and conditions of the contract; and also that the bidder and contractor shall property pay all debts incurred by the Contractor in the execution of the Work, including those for labor and materials furnished. o The contractor shall be required to furnish sufficient insurance or guaranty of indemnity to the City of Calumet City, Illinois, and the County of Cook, Illinois, against any and all claims which might arise for damages to persons or property due to the negligence of the contractor or subcontractors, or their officers, agents, employees or servants, during the construction of said improvement and until the said improvements has been finally accepted as completed by the mayor and Board of trustees of the City of Calumet City. The right to reject and all proposals or bids is reserved. "Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 663), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), and the federal "Build America, Buy America Act" requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy requires all bidders to undertake specified affirmative efforts to advertise for disadvantaged business enterprises (DBE) at least sixteen (16) days prior to bid opening. Advertisements for DBE's must be advertised in DAILY regional newspapers, Reports or approved equivalent. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4." Bid Hold Time Bids will be held good for a period of sixty (60) days subsequent to the opening of Bids.
